Ensuring supply of goods to people

Due to the impact of storm No. 3, many communes in Western Nghe An suffered serious damage, some communes were isolated. Many roads and bridges were eroded and damaged, greatly affecting people's lives and economy ... Currently, in some communes such as Muong Xen, Huu Kiem, etc., the water has basically receded, the locality is overcoming the consequences and people in the commune area can move and travel. However, many communes along National Highway 7, National Highway 16... are still experiencing traffic jams, people are having difficulty accessing essential goods.

With the spirit of "leaving no one behind", the Department of Industry and Trade has proactively issued an Official Dispatch requesting localities to urgently review the demand and risk of shortage of essential goods in areas isolated by floods to report and have a plan to coordinate with businesses to provide timely supplies. Coordinate with the Nghe An Provincial Military Command to prepare and assemble in time for military aircraft to deliver relief goods.

More than 3,000 boxes of instant noodles, thousands of cases of drinking water, milk, dry food and 2 tons of rice have been donated to the people. This valuable encouragement is giving strength to the people of Western Nghe An to overcome difficulties and soon stabilize their lives.

Supermarkets, shopping centers, businesses trading and distributing goods in the province are also ready to take the initiative in terms of quantity of goods, means of transport, plans to regulate reserves at warehouses, agents, retail stores in the centers of remote communes, mountainous areas and areas that are easily isolated.

Mr. Tran An Khang - Director of GO! Vinh Supermarket said: The supermarket has directly transported goods to support areas that are currently divided, isolated, and have difficulty accessing goods. In the immediate future, we have reached and delivered 200 gifts to people in Bai Gao, Chau Dinh, Chau Son, Khe Choang, Boong village, Dong Tien, Huoi Mac, Phieng Khu, Chau Khe commune (former Con Cuong district). We have a plan to proactively source goods, and when requested, we will promptly supply goods to serve the people.

In addition to the relevant agencies and functional units in the area implementing the transport of essential goods, using appropriate means of transport to areas that are currently divided, isolated, and have difficulty accessing goods, key traders and distributors of gasoline and oil have also had plans to regulate gasoline and oil at retail stores in the distribution system in the province to promptly ensure the supply of gasoline and oil to serve the people.

Along with that, the Market Management Department strengthens market inspection and control, promptly detects and strictly handles violations of the law in commercial activities; promptly prevents and promptly handles acts of taking advantage of natural disasters to speculate, hoard goods, unreasonably increase prices, and make illegal profits, especially for items such as corrugated iron, roofing sheets, construction materials, and essential consumer goods of the people...

Recently, Prime Minister Pham Minh Chinh signed Official Dispatch No. 90/CD-TTg on urgently providing food, foodstuffs, and necessities to serve the lives of people affected by storm No. 3. The Prime Minister requested that no one be left hungry, cold, homeless, without clean water, without medical care, and that students be able to go to school soon.

Implementing the direction of the Prime Minister, the Ministry of Industry and Trade requested the Departments of Industry and Trade to review areas at risk of being isolated due to rain and floods to have specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected areas.

Proactive response solutions

Nghe An is often affected by natural disasters and floods, so from the beginning of the year, the Department of Industry and Trade of Nghe An has proactively implemented Directives, Directive Documents and Telegrams of the People's Committee of Nghe An province and the Ministry of Industry and Trade on natural disaster prevention, control and search and rescue in 2025. Particularly for storm No. 3 (WIPHA), the Department promptly informed forecast bulletins and telegrams via social networks (Zalo) to units to grasp information and take the initiative in storm prevention and response.

Mr. Pham Van Hoa - Director of the Department of Industry and Trade said: We have directed the owners of hydroelectric dams in the area to deploy the work of protecting dams, hydroelectric reservoirs, and protecting production; arrange forces, materials, machinery, and equipment to be ready to respond. Must strictly implement the inter-reservoir and single-reservoir operation procedures approved by competent authorities; strengthen inspection of equipment and machinery items serving the safe operation of reservoirs and dams in all situations. Closely coordinate with local authorities to promptly inform people in downstream areas before releasing floodwaters, especially in emergency discharge situations according to approved procedures.

The industry directs industrial and commercial production establishments in the area, especially those in coastal areas or areas at risk of flash floods, landslides, to have response plans to ensure the safety of people and property and prepare resources, means, and materials to proactively deploy response measures to natural disasters caused by storm No. 3 and storm circulation.

Investors of projects, especially hydropower and mineral exploitation projects under construction in areas at risk of flash floods and landslides, must immediately stop construction during the storm, have plans to evacuate workers, machinery, equipment and materials to safe places, and ensure uninterrupted communication for incident response and search and rescue.

Currently, in Nghe An, there are 22 hydroelectric reservoirs storing water for electricity generation. There are 2 reservoirs that are annual and multi-year regulating reservoirs with the function of reducing floods for downstream areas (Hua Na, Ban Ve), the remaining 20 reservoirs operate under day-night regulation mode. During the recent floods caused by storm No. 3, the hydroelectric projects operated safely for the projects and downstream areas. Only damage was recorded due to flood water overflowing into the plant, causing the turbines at Nam Can 2 Hydroelectric Plant to be submerged. Information and operational warnings were basically carried out to ensure compliance with the regulations in the approved operating procedures...
