Nghe An Tax Department identifies digital transformation as not only applying information technology but also redesigning the entire business process, focusing on taxpayers. All services - from registration, declaration, payment and refund to compliance inspection - are intelligently integrated, helping to save time and costs, while shifting the role of the tax authority from "management" to "service".
Following the direction of the Ministry of Finance and the Tax Department, Nghe An Provincial Tax Department has synchronously deployed many specific solutions: digitizing all tax management data, applying electronic invoices widely, expanding electronic tax declaration and payment via eTax and eTax Mobile, and connecting data with departments, branches, banks and business registration agencies. Up to now, 100% of businesses and business households in the area have used electronic invoices; eTax and eTax Mobile services allow taxpayers to declare, look up and pay taxes anytime, anywhere. Value-added tax refunds are processed quickly and transparently, the big data analysis system combined with risk management helps detect and prevent fraudulent behavior in a timely manner.
In particular, Nghe An Provincial Tax Department has put into operation a digital map application to manage business households, publicizing information of more than 50,000 households, contributing to transparency of operations and improving management efficiency. Along with that, the province has standardized data of 594 mineral mines on digital maps, helping to monitor resources and prevent budget losses. To date, the tax sector has supported more than 50,000 individuals to install the eTax Mobile application, creating maximum convenience in fulfilling tax obligations.

In the period of 2020-2025, Nghe An Tax sector achieved many outstanding results: in 2020, the budget revenue was 16,658 billion VND (124% of the estimate, up 13%); in 2021, it reached 18,340 billion VND (143%, up 10%); in 2022, it reached 21,160 billion VND (154%, up 15%); in 2023, it reached 20,073 billion VND (138%); and in 2024, it reached 23,734 billion VND (163%, up 19%), increasing domestic revenue by 43% compared to 2020. In the first 10 months of 2025 alone, the total revenue is estimated at more than 22,000 billion VND, up about 30% over the same period, contributing to the socio -economic growth of the whole province.
Taxpayer-centric
Identifying administrative reform associated with digital transformation as the "golden key" to best serve businesses and people, Nghe An Tax Department effectively implemented the Overall Program of State Administrative Reform for the period 2021-2030.

The contents are implemented synchronously from institutional reform, procedure simplification, to digital tax construction. "Up to now, 100% of enterprises use electronic invoices; 100% of transactions, from tax declaration, tax payment to tax refund, are all done electronically; applications such as eTax Mobile, electronic invoices generated from cash registers, lucky invoices are promoted, contributing to building a transparent, modern digital tax ecosystem, saving time and costs for people and businesses. The outstanding achievements of the 2020 - 2025 term are a solid foundation for Nghe An Provincial Tax to continue to fulfill its tasks in the new term 2025 - 2030" - Head of Nghe An Provincial Tax, Mr. Nguyen Bang Thang emphasized.
In parallel with traditional support channels, the industry has operated a 24/7 online answering system on the electronic information portal and eTax Mobile application, helping taxpayers easily look up obligations, declare and pay taxes electronically quickly. Every quarter, the tax authority organizes dialogues with businesses to listen and resolve difficulties; publicizes hotlines, email boxes and arranges mobile support teams in industrial parks and commercial centers during the tax settlement season. Propaganda work is also promoted through newspapers, social networks, specialized training courses; cashless payments are encouraged. Thanks to that, the level of satisfaction of taxpayers is increasingly improved, contributing to building a transparent and favorable business environment.
Ms. Nguyen Thu Thuy - Chief Accountant of Nghe An Agricultural Materials Joint Stock Corporation said, when we have difficulties and problems, we are answered thoughtfully and carefully by tax officers, and the issues are answered in writing accurately. Not only through dialogues, recording opinions and responding directly, Nghe An Provincial Tax also builds a Q&A column on tax policies and laws to promptly support and answer taxpayers' problems. This aims to strengthen dialogue between taxpayers and tax authorities, helping taxpayers fulfill their tax obligations conveniently, while building the image of a professional and transparent tax authority.
In 2025, many outstanding results continued to be recorded: Nghe An Provincial Tax Department processed value-added tax refunds with a total amount of more than VND 4,476 billion; personal income tax refunds for 4,109 files with a total amount of VND 53.2 billion; reviewed more than 180,000 personal tax codes and 4,000 organizational tax codes; installed eTax Mobile application for more than 50,000 personal accounts; publicized information of more than 50,000 business households and standardized data of 594 mineral mines on digital maps.
Along with digital transformation, administrative reform work in the whole industry is being carried out methodically. Nghe An Provincial Tax Department has issued and seriously implemented directive documents such as Resolution No. 05-NQ/TU, Directive 08/CT-UBND and Directive No. 38/CT-UBND of the Provincial People's Committee, to promote administrative reform in the period of 2021-2030. The Administrative Reform Steering Committee of the Provincial Tax Party Committee was established, promptly completed when there were personnel changes, and at the same time issued Working Regulations, assigning specific tasks to each member to monitor, advise, and effectively implement reform work. Every year, Nghe An Provincial Tax Department directs its affiliated units to develop specific administrative reform plans, promoting implementation in all areas of tax work. The whole industry determines the motto of considering taxpayer satisfaction as the most important measure for the success of reform and digital transformation.

Towards a digital tax system
The leader of the Nghe An Tax sector said: Towards 2030, the Vietnamese Tax sector in general and Nghe An in particular continues to aim to lead the country in digital transformation and administrative reform, with three major focuses: Building a comprehensive digital government in tax management; applying artificial intelligence (AI) and big data to forecast revenue, detect risks and prevent revenue loss; at the same time, improving the capacity of staff, providing in-depth training in digital technology, ensuring the provision of high-quality public services.

Regarding the eTax Mobile application, the Nghe An tax sector is striving to reach 80% of business households in difficult areas, and 100% of business households in the remaining areas to install and use it. To date, more than 5,000 business households have installed and used eTax Mobie. Nearly 150 business households with revenue of 1 billion VND or more have switched to the tax declaration method. In addition, the sector focuses on guiding business households that are required to register to use electronic invoices generated from cash registers.
With a pioneering, creative and diligent spirit, the Nghe An Tax Department is gradually realizing the goal of building a "professional, honest, innovative and modern" tax agency, focusing on the satisfaction of people and businesses. Digital transformation not only helps save costs and makes it convenient for people to fulfill their tax obligations, but also helps the government manage revenue sources closely and transparently, contributing to the development of the digital economy.
