Politburo member and National Assembly Chairman Tran Thanh Man signed Resolution No. 122/2026 of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution 730/2004 on approving the salary scale for official positions, the allowance scale for official positions for state leaders, and the salary scale for professional and technical positions in the Judiciary and Procuracy sectors.

According to Resolution No. 122/2026, the Standing Committee of the National Assembly decided to amend and supplement the table of position allowances for state leaders and full-time National Assembly deputies.
Specifically, for members who are full-time National Assembly deputies working in the National Council or National Assembly Committees, the coefficient is 1.1.
The resolution supplements the allowance for members of the Provincial People's Council's Standing Committee who are full-time People's Council representatives. In Hanoi and Ho Chi Minh City, this position has an allowance coefficient of 0.6; in other provinces and cities, the coefficient is 0.5.

The head of the specialized committee of the People's Council at the commune level in Hanoi and Ho Chi Minh City has a coefficient of 0.35; in other provinces and cities, the coefficient is 0.25.
The coefficient for deputy heads of specialized committees of the People's Council at the commune level in Hanoi and Ho Chi Minh City is 0.2; in other provinces, the coefficient is 0.1.
The resolution also supplements the allowance rates for positions in the People's Councils of communes, wards, and special zones directly under the province or city (effective from January 1, 2026).
The position allowance coefficient is retained as per regulations.
The resolution states that officials, civil servants, and public employees who transfer to positions as full-time members of the National Assembly's Ethnic Council or Committees, and whose position allowance coefficient is higher than that stipulated in this resolution, will continue to retain their current allowance as prescribed. After the retention period expires, they will comply with the provisions of this resolution.
For the position of member of the Provincial People's Council Committee who is a full-time People's Council representative, and for the leadership of the commune-level People's Council who is retaining their leadership allowance coefficient due to the impact of organizational restructuring or administrative unit reorganization, where the retained leadership allowance coefficient is higher than the coefficient stipulated in this resolution, the retention shall continue as prescribed. After the retention period expires, the provisions of this resolution shall apply.
For leadership positions in the People's Councils of communes, wards, and special zones under provinces and cities, in cases where the coefficient of leadership allowance is retained due to the impact of organizational restructuring or administrative unit rearrangement as prescribed by the Standing Committee of the National Assembly and the Government, and the retained coefficient of leadership allowance is higher than the coefficient of leadership allowance stipulated in this Resolution, the retention shall continue as prescribed. After the retention period expires, the provisions of this Resolution shall apply.
During the period from July 1, 2025, to before January 1, 2026, those who have not yet received the leadership position allowance coefficient or whose leadership position allowance coefficient has been retained due to the impact of organizational restructuring or administrative unit restructuring as prescribed by the Standing Committee of the National Assembly and the Government, but which is lower than the leadership position allowance coefficient stipulated in this Resolution, shall be entitled to retroactive payment and retroactive social insurance contributions based on the allowance coefficient in this Resolution from the date of assuming the leadership position.
