As previously reported, the Government has issued Decree No. 97 amending and supplementing several articles of Decree 81 on public school tuition fees. Accordingly, the roadmap for increasing university tuition fees has been postponed by one year compared to Decree 81, as previously proposed by the Ministry of Education and Training.
Specifically, the tuition fee ceiling for public universities that are not self-sufficient in covering their operating expenses for the 2023-2024 academic year is 1.2-2.45 million VND/month, depending on the field of study, instead of 1.35-2.76 million VND as stipulated in Decree 81. The current fee is 980,000-1.43 million VND/month.
Decree 97 clearly states that public vocational and higher education institutions that have issued tuition fees for the 2023-2024 academic year in accordance with Decree No. 81/2021/ND-CP must review and adjust them in accordance with the provisions of Decree 97.
For educational institutions whose financial autonomy plans have been approved in accordance with Government Decree No. 60/2021/ND-CP on the financial autonomy mechanism of public non-business units, they may continue to implement the tuition fee collection mechanism corresponding to the approved level of financial autonomy. If the implementation of tuition fee collection as stipulated in Decree 97 leads to fluctuations in revenue sources that change the approved level of financial autonomy, the educational institutions are responsible for reviewing their revenue and expenditure, reporting to the superior management agency for review and re-approval of the financial autonomy plan for the remaining period of the stabilization period as stipulated in Decree No. 60/2021/ND-CP.
According to Decree 60, universities have autonomy (self-funding salaries, allowances, and facility repairs...), and depending on the level, they can collect a maximum of 2-2.5 times the above amount, or approximately 2.4-6.1 million VND/month. For training programs that have achieved quality accreditation according to the standards of the Ministry of Education and Training or foreign standards, universities are allowed to determine their own tuition fees.
Tuition fees per month for non-autonomous public universities from the 2023-2024 academic year to the 2026-2027 academic year (in thousand VND) are as follows:
