NBC described hearing the screams of a child, Philadelphia police approached the house on Glenview Street at about 12:52 pm on March 23 (US time).
Upon arrival, they found two children, aged 3 and 5, naked, crying and wandering around the back of the house.
Inside the home, police found a third child locked in a dog cage and tied with rope. "The child was completely naked and appeared to be a 6-year-old boy," Philadelphia police said in a press release on March 24 (US time).

It is unclear how long the child had been locked in the dog cage by his parents and whether local authorities had been called to report the incident.
In connection with this shocking incident, Philadelphia police arrested Michelle Campbell, 30 years old, and Paul Weber, 31 years old - identified as the parents of the three children. The two were accused of endangering and depriving children of their rights, and torturing children.
All three children were taken to the hospital for examination, their conditions have not been released. The incident is still under investigation by Philadelphia police.
