Speaking in the Oval Office on November 17, Trump told reporters that he “completely agrees” with the possibility of conducting raids on Mexican territory to stop drugs from flowing into the United States. He said he had spoken with Mexicans and asserted that the U.S. “is losing hundreds of thousands of lives to drugs.”
Mr. Trump did not specify the timing or form of any such campaigns. Mexican President Claudia Sheinbaum had previously stated her opposition to any such actions in her country.

Trump's comments came two weeks after NBC reported that the White House was preparing the initial phase of a ground operation in Mexico in coordination with U.S. intelligence. The operation was described as focusing on drone strikes targeting drug labs and gang members in Mexico.
At the White House, Trump said the U.S. had a shortlist of targets, asserting that the U.S. knew the drug trafficking routes and “the addresses of every drug lord.” He described the situation as a “war” as drugs like cocaine, heroin, methamphetamine, and fentanyl were killing “hundreds of thousands” of Americans.
Since his re-election in January, Trump has exploited executive orders and legal loopholes to deploy military action without congressional approval. He designated six drug cartels as “foreign terrorist organizations,” paving the way for the White House to launch offensives “on the grounds of national security.”
Since September, the U.S. has conducted at least 20 attacks on vessels suspected of transporting drugs in the Caribbean and Pacific, killing at least 80 people.
