US paves the way, Ukraine and Russia agree to a limited ceasefire.

Russia and Ukraine have basically agreed on a limited ceasefire, but the parties still need to clarify the scope and duration of the agreement.


A day after his phone call with Russian President Vladimir Putin, US President Donald Trump called Ukrainian President Volodymyr Zelensky late on March 19 (Vietnam time) in an attempt to reach a ceasefire agreement.

According to Trump's social media post, the "very good" call lasted nearly an hour, largely focusing on agreements reached with Putin to reconcile Russia's and Ukraine's demands. Later, in a joint statement posted on the White House website, US Secretary of State Marco Rubio and National Security Advisor Mike Waltz said that Trump and Zelensky also assessed the situation on the front lines. The Ukrainian president requested additional air defense systems from the US to protect civilians, and the US leader said he would help find such systems in Europe.

The two presidents agreed to halt attacks on energy infrastructure and agreed to send a technical team to Saudi Arabia in the coming days to discuss in more detail the implementation and expansion of the ceasefire to the Black Sea, aiming for a comprehensive ceasefire. Earlier, President Putin agreed to a 30-day halt to attacks on energy infrastructure. Regarding a comprehensive ceasefire, the Russian leader supported it but on the condition that a monitoring mechanism be established, Western military aid to Ukraine be stopped, and Kyiv ceases troop mobilization and rearmament.

US President Donald Trump played a crucial mediating role in ceasefire negotiations between Russian President Putin and Ukrainian President Zelensky.

According to AP, all three sides have differing views regarding the scope of a limited ceasefire. President Zelensky said that US and Ukrainian officials will hold talks this weekend to clarify which infrastructure will be protected under the agreement. On Kyiv's side, Zelensky wants all parties to cease attacks on energy infrastructure and other civilian infrastructure such as railways and ports. US Special Envoy for the Middle East Steve Witkoff announced that US and Russian delegations will hold talks in Saudi Arabia this weekend, but did not specify whether Ukraine would participate.

Energy security expert Olga Khakova at the Atlantic Council, a US-based policy research organization, believes a limited ceasefire would be a positive sign, but the US needs to monitor for potential violations. Zelensky also suggested that the agreement would be successful if the US took on this responsibility, according to Reuters.

Meanwhile, on March 20, around 30 military commanders from various countries attended a conference in the UK to discuss plans for establishing a peacekeeping force in Ukraine, according to AFP. British Prime Minister Keir Starmer and French President Emmanuel Macron are leading efforts to form a coalition of countries willing to protect a potential ceasefire between Russia and Ukraine. Starmer and Macron stated that Britain and France are ready to send troops to Ukraine. The British government said a significant number of countries are preparing to do the same, but did not specify the exact number.

Earlier, Russia stated it would not accept the presence of foreign troops in Ukraine as part of a ceasefire agreement. A spokesperson for the British Prime Minister said earlier this week that countries could contribute in various ways, such as providing technical and logistical support, and supplying airfields and bases for peacekeeping forces.

The US wants to take over Ukraine's nuclear power plant.

In a statement yesterday, the White House said President Trump had suggested that President Zelensky consider handing over ownership of Ukrainian power plants to the United States for long-term security. Trump said that the U.S. could be very helpful in operating those plants with its expertise, asserting that U.S. ownership would be "the best protection." Zelensky later stated that the discussions focused only on the Zaporizhzhia nuclear power plant, currently controlled by Russia. According to Reuters, the Ukrainian leader said he was willing to discuss U.S. involvement in modernizing and investing in the plant if it were handed over to Kyiv.
