Currently, Nam Dinh province is exploiting 6 existing industrial parks and developing 10 more industrial parks, bringing the total planned area of industrial parks in the area to 2,546 hectares by 2030. Specifically, in the period of 2021-2030, it will continue to exploit 6 established industrial parks, including: Hoa Xa (Nam Dinh city), My Trung (My Loc), Bao Minh (Vu Ban), Rang Dong Textile (Nghia Hung), Bao Minh expansion, My Thuan (My Loc - Vu Ban). Develop 10 more industrial parks (all invested in phase 1) including: Hong Tien, Trung Thanh (Y Yen), Xuan Kien, Lac Xuan, Thuong Thanh (Xuan Truong), Hai Long, Thinh Tan (Giao Thuy), Nam Hong (Nam Truc), Thang Loi (Vu Ban), Minh Chau (Nghia Hung).

Focus on speeding up progress
Accordingly, the People's Committee of Nam Dinh province has agreed in principle to organize the planning of construction of 6 industrial parks including: Hai Long with a scale of about 1,100 hectares, Thinh Tan with a scale of about 400 hectares, Nam Hong with a scale of about 200 hectares, Thuong Thanh with a scale of about 395 hectares, Minh Chau with a scale of about 300 hectares, Lac Xuan with a scale of about 210 hectares. The roadmap has been approved and is focusing on implementation to prepare for investment in construction of 3 industrial parks: Hai Long, Minh Chau, Nam Hong. Right from the implementation, under the strong direction of the People's Committee of Nam Dinh province, the sectors and localities have focused on actively accelerating the implementation progress.
In particular, the Trung Thanh Industrial Park (Y Yen) with a scale of 200 hectares has been reported by the Ministry of Planning and Investment with a draft Decision on investment policy submitted to the Prime Minister. The People's Committee of Nam Dinh province has also sent a document to the Ministry of Planning and Investment to provide comments on the appraisal of the Hong Tien Industrial Park project (Y Yen) with a scale of 114 hectares. Up to now, there have been comments from Nam Dinh province and the Ministries: Public Security, National Defense, Finance, Industry and Trade, Agriculture and Rural Development, and Transport.

In addition, the Nam Dinh Province Industrial Parks Management Board is actively completing the projects of some industrial parks for appraisal, such as Hai Long Industrial Park (Giao Thuy), Nam Hong Industrial Park (Nam Truc), Minh Chau Industrial Park (Nghia Hung), Xuan Kien Industrial Park (Xuan Truong).
The 210-hectare Lac Xuan Industrial Park (Giao Thuy) has been submitted by the Nam Dinh Province Industrial Parks Management Board to the Department of Construction for appraisal. Currently, the Management Board is carrying out procedures to open bids, select a consulting unit to survey and advise on planning for this industrial park, and is expected to complete the bidding in October 2024.
Currently, Thuong Thanh Industrial Park (Xuan Truong) with a scale of 395 hectares is in the appraisal phase of planning tasks and estimates. After receiving the appraisal notice, the Management Board will complete and submit for approval the tasks and estimates, as a basis for implementing the work of selecting contractors for the Planning Project.
According to Mr. Nguyen Hoang Anh, Head of the Nam Dinh Province Industrial Parks Management Board, the Management Board also coordinates with other sectors to make efforts to attract investment and provide maximum support, especially in handling administrative procedures, so that investors can implement construction and accelerate the progress of infrastructure investment in industrial parks according to the plan. At the same time, focus on urging and accelerating the progress of infrastructure construction in industrial parks that are ready in terms of land funds to provide secondary investors to implement the construction of production and business factories.
More determined in removing difficulties
According to comrade Pham Dinh Nghi, Chairman of Nam Dinh Provincial People's Committee, the review and addition of new industrial parks integrated into Nam Dinh Provincial Planning for the period 2021-2030, with a vision to 2050, aims to proactively meet the needs of industrial infrastructure for businesses and new projects, especially large-scale projects with modern technology, serving the goal of developing industrial production in a modern, concentrated, large-scale, and environmentally friendly direction.

In order to quickly invest in the construction of the above-mentioned key industrial zones, the People's Committee of Nam Dinh province has proposed solutions to handle difficulties in implementing investment procedures. It requires sectors and localities to be more drastic in removing difficulties in implementing projects in the following direction: The Provincial People's Committee urgently and completely handles the work under the province's authority and responsibility. Localities must strengthen coordination with sectors and investors to promote the progress of handling the work under their authority and responsibility.
All levels from the province to the district must concentrate their efforts, maximize their responsibilities, speed up the completion of related tasks, and strive to start the Trung Thanh industrial park project before the 21st Provincial Party Congress, term 2025-2030, and get investment approval for a number of industrial parks such as Nam Hong, Hai Long, etc.
For the remaining industrial zones, it is necessary to proactively control the planning suitability to avoid adjustment, pay attention to completing the work of determining the boundaries of industrial zones, and handle the connection problem with the general traffic system of industrial zones. At the same time, review the land use plan, consider delegating and decentralizing tasks within the framework of legal regulations to further accelerate the implementation progress.
Assign the Management Board of Industrial Parks of Nam Dinh province to continuously and closely update progress, urge departments, branches and localities to actively speed up the progress of tasks related to investment in key industrial parks of the province.
At the meeting with the investor of Hai Long Industrial Park project, Nam Dinh Provincial Party Secretary Pham Gia Tuc emphasized: with the desire that all cooperation between the province and investors ensures mutual benefits, Nam Dinh always considers the success of investors as the success of the province. Regarding the investment in the Hai Long Industrial Park construction project, Nam Dinh commits to holding a meeting with relevant agencies next week to agree on the maximum reduction of cumbersome processes and procedures, and the maximum shortening of the time limit for completing related procedures on the province's side.
