Five key tasks to promote the role of cadres in the new era

On the afternoon of October 12, at the discussion session of the 1st Congress of the Government Party Committee, term 2025-2030, many delegates gave profound and passionate opinions, focusing on key issues in national development. In particular, the speech of comrade Pham Thi Thanh Tra, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Party Secretary, Minister of Home Affairs - received special attention with the topic: "Promoting the role of cadres, civil servants, public employees, and workers in the era of strong, civilized, prosperous, and happy development of the nation".

Minister Pham Thi Thanh Tra emphasized that, over the 80 years since the founding of the country, our Party has always identified cadres as the root of all work, the "key of the key" in Party building and national governance. According to the Minister, all victories of the revolution, from the cause of national liberation, national unification, to the cause of innovation, development and integration, all originate from the Party's correct guidelines on cadre work, as well as from the efforts and dedication of the team of cadres, civil servants and public employees "who directly realize the Party's guidelines and policies and the State's laws".

Entering a new era of development - the era of a strong, prosperous and happy country, along with the process of restructuring the two-level government apparatus, the Party's leadership role in personnel work has become more important than ever. The Minister emphasized: "The Party is not only a political leader, but also a force for institutional creation, building innovation momentum and forming a new system of public service values, in line with the requirements of modern national governance."

According to Minister Pham Thi Thanh Tra, in the context of digital transformation, globalization, green economic development, knowledge-based economy and circular economy, the staff and civil servants need to change their thinking, act flexibly, proactively and creatively. They are not only public servants, but also "policy makers, people servants", with strong political will, clear ethics, technological capacity and innovative thinking.

However, Minister Pham Thi Thanh Tra also frankly acknowledged that the current situation of cadres, civil servants and public employees still has certain limitations, especially in renewing thinking, awareness and promoting the Party's leadership role in personnel work. In response to new development requirements, Minister Pham Thi Thanh Tra proposed 5 key groups of tasks that need to be implemented synchronously:

Firstly, the Party needs to continue to promote its comprehensive leadership role in creating values and an environment for the development of cadres, civil servants and public employees. According to the Minister, this is demonstrated in three aspects: (1) Political-ideological leadership, ensuring the mettle and loyalty of cadres; (2) Institutional-mechanistic leadership, creating a transparent, democratic and fair legal corridor; (3) Organizational leadership, inspection, supervision, linking cadre work with public service efficiency and people's trust.

Second, it is necessary to perfect synchronous, interconnected, transparent and effective institutions and policies, continue to fully institutionalize the Party's policies on personnel work in the spirit of Resolution 26-NQ/TW, Conclusion 48-KL/TW of the Politburo and new regulations. The Minister emphasized: "It is necessary to build a unified legal system, eliminate overlaps and conflicts between regulations on organizational apparatus and laws on cadres, civil servants and public employees, to form an effective and efficient administration serving the people."

Third, focus on building a civilized and modern system of values and public service culture, associated with building Vietnamese people of culture, ethics and personality in the new era. The Minister affirmed: "It is necessary to form a standard system of values for civil servants and public employees - with heart, vision, daring to think, daring to do, daring to take responsibility for the common interests of the country." In addition, the public service culture must be developed in a humane direction, close to the people, close to the grassroots, promoting the spirit of service, self-respect and national pride.

Fourth, innovate management and improve the quality of cadres, civil servants and public employees. Minister Pham Thi Thanh Tra emphasized the importance of building a standard competency framework, considering it the foundation for forming a high-quality strategic cadre team. Along with that, innovate training and fostering in a practical direction, linking title standards with job position competencies, encouraging the spirit of lifelong learning and self-training.

Fifth, in the context of digital transformation and deep international integration, the Minister affirmed that the application of artificial intelligence, data analysis and digital management in personnel work is an inevitable requirement. "Under the leadership of the Politburo, the Central Executive Committee and the Government Party Committee, the team of cadres, civil servants and public employees will certainly continue to mature, becoming the core force in modern national governance, contributing to building a strong, prosperous, civilized and happy country in the new era", Minister of Home Affairs Pham Thi Thanh Tra emphasized.
