On the afternoon of October 12th, within the framework of the First Congress of the Party Committee of the Government, term 2025–2030, Discussion Group No. 8 discussed the draft documents of the First Congress of the Party Committee of the Government and the draft documents to be submitted to the 14th National Congress of the Party.
Discussion Group No. 8 consists of 29 delegates from 4 delegations: the Party Committee of the Ministry of Industry and Trade , the Party Committee of the Vietnam Academy of Social Sciences, the Party Committee of the Vietnam National Petroleum Group, and the Party Committee of the Southern Food Corporation.
Deputy Prime Minister Bui Thanh Son, a member of the Standing Committee of the Government Party Committee, attended the discussion session. Comrade Nguyen Hong Dien, a member of the Central Committee of the Party and Minister of Industry and Trade, served as the group leader.
During the discussion session, Comrade Trinh Quang Huy, Member of the Standing Committee, Head of the Party Committee's Organization Department, and Director of the Personnel and Organization Department (Ministry of Industry and Trade), emphasized that the process of finalizing the document requires reviewing and updating the latest data, especially the results of the Government's leadership and direction during the past term.
Comrade Huy added that the Government is currently drafting a Decree stipulating the functions, tasks, and organizational structure of ministries and ministerial-level agencies. Once the decree is issued, units need to use it as a basis to improve their organizational structure, clearly define responsibilities, avoid overlaps, and move towards a streamlined and efficient administrative model.
Regarding personnel matters, Deputy Minister of Industry and Trade Phan Thi Thang suggested that the Government pay attention to developing specialized political training programs for officials working abroad – those who currently face difficulties in studying and completing political theory standards. She also proposed accelerating digital transformation in Party work, especially in three areas: political background checks, membership recruitment, and party member record management, in order to simplify procedures, save time, increase transparency, and improve management efficiency.
Comrade Phan Van Ban, Deputy Secretary of the Party Committee and Chairman of the Party Committee's Inspection Committee of the Ministry of Industry and Trade, noted that while current inspection and supervision work has fairly complete data, the assessment of its actual effectiveness at the grassroots level remains limited. He suggested clarifying the mechanism for assigning responsibilities to avoid vague accountability that reduces operational efficiency, and promptly finalizing regulations to ensure clear accountability for individuals and responsibilities.
In the energy sector, Deputy Minister of Industry and Trade Nguyen Hoang Long stated that the development of energy and electronics is a strategic pillar for sustainable growth. He proposed the early establishment of a National Atomic Energy Agency with a special mechanism to unify management, ensure national security and defense, and master technology. Along with this, it is necessary to supplement the list of key national energy projects, clearly define responsibilities, and establish breakthrough implementation mechanisms, especially in the fields of clean energy and power infrastructure.
During the discussion session, Comrade Nguyen Hong Dien stated that 15 opinions were recorded, revolving around 7 groups of issues, including 3 issues directly related to the Party Congress of the Government and 4 issues contributing to the draft documents to be submitted to the 14th National Congress of the Party.
The opinions expressed at the discussion session all demonstrated a sense of responsibility, contributing to the refinement of the documents to be submitted to the First Party Congress of the Government and the 14th National Party Congress – documents of strategic significance, guiding the country's development in the coming period.
