Institutions - The bottleneck that needs to be focused on and resolved in the health sector
Minister Dao Hong Lan expressed deep agreement with the Political Report and the speeches presented at the Congress, and said that taking care of people's health is one of the particularly important tasks, always prioritized by the Party and State.
Many resolutions of the Party and the National Assembly have identified the goal of improving people's health, stature, longevity, intelligence and quality of life, towards building a healthy and comprehensively developed Vietnam.
However, during the 2020-2025 term, the health sector faced many difficulties, especially the severe impact of the COVID-19 pandemic. This unprecedented crisis not only affected the sector's operations but also exposed the limitations and shortcomings in the health legal system. In addition, there was a mass layoff of public health workers, a shortage of drugs and medical supplies, difficulties in medical examination and treatment, health administration, and ineffective insurance policies...
According to Minister Dao Hong Lan, in the face of these challenges, the Party Committee of the Ministry of Health identified one of the biggest bottlenecks that needs to be focused on is the institution. Many current regulations and legal documents are outdated, no longer suitable for the new context or not strong enough to cover issues arising in practice. This has affected the operational efficiency of medical facilities as well as the rights of people and businesses in accessing health care services.

Promote the construction and completion of the legal system in the medical industry.
In recent times, the health sector has made efforts to review and gradually improve the legal system, with more than 700 normative documents issued, including 14 laws, ordinances and many decrees and circulars. However, a large number does not mean high efficiency if there is a lack of consistency, feasibility and updating with practice.
With a strong reform spirit, according to Minister Dao Hong Lan, the Party Committee of the Ministry of Health has determined that institutional improvement is not only a professional task but also an important political task, requiring consistent leadership from the Party Committee. The head must directly direct the work of law-making; discussion, commenting and policy-making become periodic tasks, with active participation from medical facilities, experts, professional associations and especially the people - the ultimate beneficiaries of the policy.
In particular, the new policies have focused on removing a series of bottlenecks in healthcare activities such as purchasing and bidding for equipment and drugs; solving health insurance issues; implementing the Pharmacy Law; improving the quality of medical examination and treatment and hospital management. Thanks to that, the operations of healthcare facilities have gradually stabilized and overcome difficulties.
Strategy for the period 2026–2030
Entering a new phase, the Party Committee of the Ministry of Health determined to continue to consider institutional improvement as a key and urgent task, especially in the context of implementing Resolution No. 66 (dated April 30, 2025) of the Politburo on innovation in law making and enforcement, meeting the requirements of national development in the new era and Resolution No. 72 on breakthrough policies in the work of protecting, caring for and improving people's health.
In the coming time, Minister Dao Hong Lan affirmed: "The Party Committee of the Ministry of Health will continue to carry out specific tasks, which is to focus on synchronously perfecting the legal system, ensuring the implementation as well as the construction of the legal system in the most effective and appropriate manner. Identify the task of building a synchronous, unified, transparent, feasible legal system, focusing on the legitimate rights and interests of people and businesses, unlocking resources, promoting innovation and creativity and contributing to the development of the country. Timely remove difficulties and obstacles, meet practical requirements, institutionalize breakthrough solutions mentioned in the resolutions of the Politburo as well as the directions of the Government and the Prime Minister".
On that basis, in addition to implementation, the Party Committee of the Ministry of Health will strengthen guidance and inspection as well as perfect institutions, strengthen post-inspection work to ensure that when legal policies are issued, they contribute to transparent implementation in practice.
"The Party Committee of the Ministry of Health will continue to direct with action programs, specific tasks and solutions for each Party Committee and affiliated Party cell. This is one of the key tasks that we will focus on directing with units of the health sector in the coming time," the Minister affirmed.
