At the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, which took place on the morning of October 14, General Secretary To Lam gave directions and orientations on the implementation of the Resolution for the term 2020-2025 and the directions and tasks for the term 2025-2030. The General Secretary also pointed out the problems and limitations of the city that need to be focused on overcoming in the coming time.
"I have many concerns and mentioned them when working with Ho Chi Minh City. Besides being the leading growth pole in the country, always maintaining good growth, Ho Chi Minh City also has a tradition of being a pole of innovation and creativity. Remember the tradition of Ho Chi Minh City in previous terms, many policies and resolutions of the Party have been implemented in Ho Chi Minh City and the Central Committee, Politburo , and Secretariat have researched and developed for the whole country," the General Secretary stated.

According to General Secretary To Lam, the new Ho Chi Minh City has a large urban space, converging all fields of the country. Therefore, Ho Chi Minh City needs to promote this tradition to develop advantages for the new development stage.
"I really hope that the city will regain its spirit as a pole of innovation and a center of innovation. Surely many policies and guidelines implemented in Ho Chi Minh City will be studied and applied nationwide," General Secretary To Lam expressed his hope.
Another issue that General Secretary To Lam is concerned about in Ho Chi Minh City is the shortcomings that people have reported for many years. The General Secretary hopes that the city will be determined to report to all party members, officials and people on the resolution of four "very immediate, very practical and very social" issues.

The first problem that Ho Chi Minh City needs to solve is traffic congestion. According to the General Secretary, this is the bottleneck that prevents tourists from coming, investors from coming, and the city's people from facing many difficulties.
"The next problem is flooding. We cannot let people worry every rainy season. The Government and the State have invested and we not only have to deal with heavy rains but also have to consider climate change, rising sea levels, and high tides that disrupt people's lives. This is an issue that needs to be discussed very carefully. The Government will invest and work together to solve it during this term. It cannot be prolonged and the sooner it is resolved, the better," General Secretary To Lam emphasized.
General Secretary To Lam also made it clear that the city cannot be satisfied when it sees daily reports of bad and extremely bad pollution. Ho Chi Minh City and the whole country cannot trade the environment for economic development.
"Finally, I strongly agree when Ho Chi Minh City sets the goal of building a smart city, a drug-free city. With the determination of the Party Committee, the government and the consensus and support of the people, Ho Chi Minh City will fundamentally solve the above problem," General Secretary To Lam believes.
