Mr. Tran Luu Quang continues to be Secretary of the Ho Chi Minh City Party Committee for the 2025 - 2030 term.

On the morning of October 14, at the Ho Chi Minh City Party Congress, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced that Mr. Tran Luu Quang was appointed by the Politburo to hold the position of Secretary of the Ho Chi Minh City Party Committee for the 2025-2030 term.

Mr. Tran Luu Quang is from Tay Ninh , has a master's degree in public administration and is a mechanical engineer. Mr. Quang has held many leadership positions in this province such as Deputy Director of the Department of Planning and Investment, Secretary of Trang Bang District Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Secretary of Tay Ninh Provincial Party Committee.

In February 2019, he became the Standing Deputy Secretary of the Ho Chi Minh City Party Committee and more than two years later was transferred to be the Secretary of the Hai Phong City Party Committee. In January 2023, he was approved by the National Assembly as Deputy Prime Minister. In August 2024, he held the position of Head of the Central Economic Committee, later renamed the Central Policy and Strategy Committee.

Nearly two months after Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau, Mr. Quang was assigned to be Secretary of the Ho Chi Minh City Party Committee to replace Mr. Nguyen Van Nen.

In addition, Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, also announced the Politburo's decision on appointing the Ho Chi Minh City Party Executive Committee for the 2025-2030 term, including 109 comrades, with a Standing Committee of 28 people.

According to the Ho Chi Minh City Party Committee, Ho Chi Minh City is currently only over 6,700 km2 wide with a population of about 14 million people, accounting for 1/4 of GDP, 1/3 of the budget and 1/5 of the country's import-export turnover. The city's GRDP has exceeded 100 billion USD. In the 2025-2030 term, Ho Chi Minh City aims for an average GRDP growth of 10-11% per year, with an average GRDP per capita of 14,000-15,000 USD by 2030. The city also aims to spend 2-3% of GRDP on research and development and 4-5% of the budget on science, technology and digital transformation. By 2045, Ho Chi Minh City strives to be among the 100 cities with the best quality of life in the world. In the 2025-2030 period, the city prioritizes building a good living environment, ensuring development opportunities and welfare in health, education, and environment for the people.

Sharing information about the 1st Ho Chi Minh City Party Congress, Mr. Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee, said that the 1st City Party Congress is an important event in the political and social life of the Party Committee, army and people of the City.

As the highest leadership body of the Party Committee, this Congress has two important tasks: One is to comprehensively review and evaluate the implementation of the Resolution of the Congress for the 2020-2025 term, deeply review the responsibilities of the current Executive Committee, on that basis determine the direction, goals and tasks of Party building and socio-economic development of the City for the period 2025-2030 and the following terms, in accordance with the characteristics of the two-level local government model. Two is to discuss and contribute with enthusiasm, intelligence and high responsibility to the documents submitted to the 14th Party Congress prepared by the Central Executive Committee.

The Ho Chi Minh City Party Congress took place over three days from October 13 to 15. The Congress had the theme: "Building a clean and strong Party and political system; promoting the strength of national solidarity; making breakthroughs in science, technology, innovation and private economic development; strengthening national defense, security, foreign affairs, international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era". The motto of the Congress is "Solidarity - Democracy - Discipline - Breakthrough - Creativity".
