Accordingly, after listening to reports from departments and agencies on the situation of granting and exempting construction permits in the city, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong assigned the Ho Chi Minh City Department of Construction to take the lead and coordinate with the People's Committees of wards, communes, and the Con Dao Special Zone to implement measures to reduce and simplify administrative procedures in the construction sector.
The Department of Construction is tasked with coordinating with the Department of Justice to advise and propose to the Ho Chi Minh City People's Committee the issuance of a decision on the decentralization and delegation of authority for granting construction permits, as well as the scale and duration of construction projects granted temporary construction permits.
Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, instructed the Department of Construction to research and propose simplification of construction permit procedures, including exemption from construction permit requirements for individual houses. Simultaneously, he instructed them to support and guide the People's Committees of wards, communes, and special zones to stop accepting paper applications and instead only process construction permit applications electronically, connecting their systems with the Department of Construction to facilitate inspection and supervision of construction permit issuance.
In addition, the Department of Construction is tasked with issuing a handbook guiding the required documents and procedures for receiving and processing applications for individual house construction permits, so that the People's Committees of wards, communes, and special zones can implement it uniformly throughout the city.
The Department of Planning and Architecture is tasked with reviewing and reporting on the results of implementing the Ho Chi Minh City People's Committee's directive on revising and replacing Decision No. 56/2021 of the Ho Chi Minh City People's Committee on promulgating the regulations on architectural management in Ho Chi Minh City.
