Employees who reach retirement age and have paid social insurance for 15 years or more are entitled to monthly pensions depending on each specific case. Non-professional employees in communes, wards and towns are entitled to maternity and sick leave benefits. To help people grasp and understand the Law on Social Insurance in 2024, the provincial Social Insurance has strengthened coordination with central press agencies and Quang Ninh province to publish news articles and reports on the implementation of social insurance, health insurance and unemployment insurance policies. By the end of August 2025, the provincial Social Insurance has coordinated with relevant agencies and units to organize 96 propaganda conferences, with 8,761 participants; published 393 news articles and reports on the infrastructure of Quang Ninh Newspaper, Radio and Television and a number of other press agencies; disseminated on the grassroots radio system with over 42,318 broadcasts; published 1,690 media products on the Internet and social networks...
In addition, the provincial Social Insurance organized training courses on new points of the Social Insurance Law No. 41/2024/QH15 and Decision No. 2222/QD-BHXH of Vietnam Social Insurance for officials, civil servants, employees in the provincial Social Insurance sector, agents and social workers in communes, wards, special zones, and representatives of a number of enterprises in the area.
The sector continues to coordinate with the People's Committees of communes, wards and special zones to review information on pensioners and social insurance beneficiaries to serve the review of supplementary pension regimes according to Decree 176/ND-CP; urge medical facilities in the province to deploy the issuance of payment vouchers for sickness and maternity benefits for employees according to Circular 25/TT-BYT. Thanks to that, in the first 8 months of 2025, the whole province resolved new social insurance benefits for 9,290 people, including: new monthly social insurance benefits for 3,230 people; one-time social insurance benefits for 6,060 people. From the beginning of the year to the end of August 2025, the whole province had 145,112 people receiving sick leave benefits, 10,186 people receiving maternity benefits, many of whom participated in voluntary social insurance; Coordinate with agencies and units to resolve health care and rehabilitation benefits for 1,736 cases.

To help workers reduce difficulties when losing their jobs, the Provincial Social Insurance Department cooperates with the Provincial Employment Service Center (under the Department of Home Affairs) to actively carry out procedures to resolve unemployment insurance benefits for participants. The Provincial Employment Service Center also strengthens counseling, job referrals, and vocational training referrals for unemployment insurance beneficiaries so that workers can soon find new jobs.
The Social Insurance continues to strengthen coordination with localities and banks to create accounts for beneficiaries of social insurance and unemployment benefits through non-cash payment methods to help beneficiaries receive the benefits in the most convenient way. As of August 31, 2025, the whole province had 119,702/133,293 people paying via ATM, reaching a rate of 89.8%; of which 112,091/127,671 people received monthly pension and social insurance benefits; 1,764/1,777 people received one-time social insurance benefits; 3,845/3,845 people received unemployment insurance benefits.
In addition to sick leave, maternity leave, unemployment insurance, etc., health insurance benefits for participants are also guaranteed. The provincial Social Insurance has developed an internal process to handle newly issued administrative procedures in the field of health insurance; guided social insurance facilities to determine health insurance benefits; completed the assessment of medical examination and treatment costs in the second quarter of 2025 at medical examination and treatment facilities in the province, etc.
It can be seen that the timely, complete and correct settlement of social insurance and unemployment insurance regimes and policies for participants in the province that the Quang Ninh Social Insurance sector is implementing has contributed significantly to ensuring social security in the area.
