Exploiting and developing participants in compulsory social insurance and health insurance is identified by the social insurance sector as an important solution to expand social insurance and health insurance coverage. Currently, the provincial social insurance focuses on implementing compulsory social insurance collection for business owners who have registered their business and pay taxes according to the declaration method. At the same time, every month, through data from the tax agency, the social insurance agency sends notices requesting units and enterprises to register to pay social insurance, health insurance, unemployment insurance (UI) for employees and request participation in compulsory social insurance and health insurance according to regulations... The provincial social insurance and grassroots social insurance coordinate to organize working conferences with units and enterprises to disseminate legal regulations on participation in compulsory social insurance and health insurance for employees. Ms. Mai Thi Nga, Human Resources Administration Department, Ngoc Te Shoe Company Limited (Hoang Hoa Tham Commune) shared: The fact that the Provincial Social Insurance organizes a conference to disseminate new regulations and points of the Social Insurance Law, the Law on Amendments and Supplements to a number of Articles of the Health Insurance Law to employers is very practical and timely, helping businesses grasp and update new regulations on social insurance and health insurance regimes and policies. Currently, the provincial Social Insurance continues to review to propose reduction and simplification of administrative procedures; implement the use of chip-based ID cards, national electronic identification application (VNeID), digital social insurance application - VssID to replace paper health insurance cards in health insurance examination and treatment... The provincial Social Insurance organizes inspections of the implementation of social insurance policies at enterprises and labor-using units, promptly detects and strictly handles violations, especially acts of late payment, fraud, and profiteering of social insurance money. From the beginning of the year to the end of August 2025, the provincial Social Insurance has conducted specialized inspections of 52 units. Through inspections, it was discovered that 82 employees had not paid or paid within the prescribed time with a total amount of nearly 177 million VND; the total amount of late payment before the issuance of the inspection decision was over 3.9 billion VND. During the direct inspection, the Social Insurance agency urged the units to overcome nearly 1.3 billion VND. Along with that, the provincial Social Insurance directed the departments and grassroots Social Insurance to strengthen the management of collection, reduce late payment of Social Insurance, Health Insurance, Unemployment Insurance, and ensure the rights of employees. Units and localities promptly reviewed and made a list of subjects supported by the provincial budget to pay Health Insurance in order to participate promptly. The settlement of Social Insurance and Health Insurance benefits was carried out to ensure full, timely, correct people, and in accordance with regulations.

Comrade Nguyen Thanh Ba, Deputy Director of the Provincial Social Insurance, said: In the coming time, to increase the coverage rate of social insurance and health insurance, the Provincial Social Insurance will proactively develop and deploy solutions and scenarios for organizing and implementing tasks; promptly advise the Party Committee and the government to effectively implement social insurance and health insurance policies. The grassroots social insurance continues to coordinate with the People's Committees of communes, wards, and authorized service organizations to collect social insurance and health insurance to identify potential groups of people to focus on propaganda and develop participants. Continue to carry out administrative procedure reform, improve service quality regardless of administrative boundaries and ensure compliance with procedures and regulations. Strengthen electronic file transactions in the field of collecting and resolving social insurance, health insurance, and unemployment insurance regimes. Do a good job of resolving regimes for employees, absolutely do not let delays or delays affect the rights of participants.
