Mobilizing pension and social insurance beneficiaries to receive money through non-cash payment methods

Assign targets to mobilize and encourage beneficiaries of social insurance and unemployment benefits to receive money through non-cash payment methods by 2025.

The provincial Social Insurance (SI) has just issued a Decision assigning targets to mobilize and encourage beneficiaries of social insurance and unemployment benefits (SI) to receive money through non-cash payment methods in 2025.

Accordingly, the Social Insurance of affiliated establishments is assigned to achieve an implementation rate of 83% or more for pensioners and monthly Social Insurance benefits and 99% for one-time Social Insurance and TCTN benefits.

To achieve this goal, the provincial Social Insurance requires units to develop and integrate propaganda content of the Government and Vietnam Social Insurance on pension and subsidy payments through the banking system; highlight the benefits, efficiency and safety of non-cash payment methods, especially in force majeure situations. At the same time, assign Social Insurance officers to coordinate with banks and post offices to directly propagate and mobilize beneficiaries at payment points, guide the opening of personal accounts, and cooperate with banks to develop preferential policies to encourage beneficiaries.

In addition, units are assigned to guide people to receive pensions and social insurance benefits through their accounts right from the stage of receiving documents, focusing on mobilizing potential groups such as new beneficiaries aged 55-65, one-time social insurance recipients and TCTN beneficiaries.

The provincial Social Insurance also requested to strengthen strict management of beneficiaries through non-cash payments to limit late reporting, avoid abuse and profiteering of the fund; at the same time, request the post office to seriously implement the payment authorization contract.
The results of implementing the non-cash payment target will be the basis for evaluating and scoring the emulation of grassroots social insurance units in 2025.

The assigned targets in this Decision adjust the assigned targets in Plan No. 117/KH-BHXH dated June 13, 2025 of the Director of Social Insurance Region No. XXVI.
