The sinister plot of “cultural imperialism”
In the transformation and development at the global level, capitalism has used culture as a tool, means and weapon to help the ruling nation expand its power and influence over the “neo-colonial” nation. Culture is considered one of the five key fronts (along with economics, politics , military and media) that shape the overall picture of global imperialism. In the current context, imperialism persistently carries out the plot of “cultural invasion” and assimilation of indigenous cultures, aiming to defeat the will of weak nation-states and nation-states that do not follow the capitalist trajectory.

"Cultural imperialism" often uses the power of wealth, media power and violence to carry out cultural hegemony and "cultural invasion", creating favorable conditions for the plot of " peaceful evolution" and riots to overthrow other countries, aiming for "victory without war" and plotting to complete the strategy of "global hegemony" of capitalism.
The characteristic of "cultural imperialism" is that imperialist countries export culture and capitalist models, including economics , politics and education, to developing countries, turning these countries into markets for consuming foreign cultural products of capitalism. These foreign cultural flows are constantly expanding, deeply penetrating into social life, gradually replacing indigenous cultural values and ideologies, thereby influencing and shaping cultural values and ideologies in developing countries. The ultimate goal of "cultural imperialism" is ideological domination and global cultural monopoly.
The spearhead of “cultural imperialism” towards Vietnam
After nearly 40 years of innovation and deep integration with the region and the world, Vietnam has achieved many great and historic achievements in the cause of national construction and development.
However, in the process of international integration and the context of the globalization era, Vietnam has to face many risks and challenges, especially the "peaceful evolution" strategy of hostile and reactionary forces that constantly sabotage the Vietnamese revolutionary cause. Realizing that it is difficult to subdue the belief and will of the Vietnamese people on the political, economic and military fronts, imperialism and hostile forces sinisterly use the cultural front, with sophisticated and cunning tricks, always concealing and changing the form of spreading foreign culture, quietly impacting, influencing, infiltrating and gradually changing the thoughts, feelings and ideas of a part of the Vietnamese people, especially the youth.
Up to now, "cultural imperialism" closely combined with "media imperialism" has gradually approached and subtly penetrated Vietnamese society, creating a clear influence on indigenous culture. Although the Vietnamese people have a long-standing cultural tradition and high resistance to the plot of cultural "assimilation", our people have a spirit of vigilance, self-defense, and self-reliance, but at the level of community groups/social groups, the foreign culture of imperialism has significantly impacted social life, causing significant changes and consequences for the traditional culture of the Vietnamese people.
Meanwhile, many Western mass media outlets are trying to propagate and exaggerate Western cultural values, through the beautiful words “freedom, democracy”, or packaged in the cakes of “human rights”, “freedom of speech”, “freedom of the press” which are imposing, biased and inconsistent with the traditional, historical, cultural and political characteristics in Vietnam. They want to turn Vietnam into a market for cultural products, widely disseminate capitalist ideology, instill a consumerist, individualistic, pragmatic lifestyle; at the same time, spread toxic culture, making Vietnamese culture hybrid, losing its identity and gradually becoming a “cultural colony”.
Strengthening endogenous strength to prevent and combat "cultural invasion"
At the 2021 National Cultural Conference, General Secretary Nguyen Phu Trong affirmed: “Culture is the soul of the nation. As long as culture exists, the nation exists.” Protecting cultural values is also a way to protect the ideological and spiritual foundations of society, helping to preserve national territorial sovereignty on the cultural front.
To fight against “cultural imperialism” and defeat the plots of hostile forces, first of all, we need to thoroughly understand the Party’s policies and guidelines on building and developing an advanced Vietnamese culture with strong national identity; continue to thoroughly grasp and implement the Party’s resolutions and directives on protecting, building and developing culture, focusing on Resolution of the 5th Central Committee, 8th tenure on building and developing an advanced Vietnamese culture with strong national identity; Directive No. 34-CT/TW of the Secretariat dated April 17, 2009 on strengthening the fight against plots and activities of “peaceful evolution” in the fields of ideology and culture; Directive No. 46-CT/TW dated July 27, 2010 of the Secretariat on preventing the infiltration of harmful cultural products that destroy social morality; Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; speech by General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference.
In the trend of international integration, we need to promote the development of Vietnam's cultural industry, turning cultural products imbued with national identity into unique products serving tourism, trade and services, bringing resources for the country's development, making culture truly become a resource, an endogenous driving force for the country's sustainable development.
Currently, the cultural industry is considered a typical industrial sector of the 21st century, a key economic sector in many countries around the world. Developing the cultural industry has become an important trend in the cultural policies of many countries, aiming to protect domestic cultural values, fight against foreign "cultural invasion", and at the same time is a weapon to increase the "soft power" of the country. Developing the cultural industry and promoting and spreading the Vietnamese cultural value system is an urgent requirement today, an important task of the entire political system, the responsibility of Party committees, authorities, and functional agencies, especially the cultural sector.
Along with that, we need to proactively and actively identify and fight against the plots and tricks of imperialism and hostile forces on the ideological and cultural front. On the one hand, we need to use the revolutionary press as the vanguard and spearhead force in refuting and fighting against "cultural invasion"; proactively attack the streams of bad and toxic information against traditional culture and Vietnamese revolutionary culture; on the other hand, through the mass media, strengthen social supervision and criticism, seek public consensus to criticize the foreign worship, hybridity, and strangeness of a segment of the population, especially the youth.
The fundamental solution is to regularly educate, foster, and arouse the spirit of patriotism, community solidarity, self-reliance, and national pride for each Vietnamese citizen and ethnic community; strengthen the effective implementation of the task of preserving and promoting tangible and intangible cultural values, historical and cultural relics; preserve, promote, and spread the nation's good cultural values to the world; actively foster and educate about belief, pride, and self-respect in national cultural identity, care for building a cultural environment, and improve the cultural and spiritual life of the people and the young generation.
