Improve the quality of Party awareness training programs

The task of political theory education is of great importance both in theory and practice for the work of Party building and rectification, especially for the work of creating sources for developing Party members. From that awareness, the Provincial Party Committee's Propaganda Department together with the district, town, city Party Committees, and affiliated Party Committees in the province have regularly paid attention to directing and guiding the functional agencies to focus on implementing well the content of the program to foster awareness of the Party for the elite masses, creating a stable and quality source of Party members.

With its assigned functions and tasks, over the past time, the Provincial Party Committee's Propaganda Department has directed, guided, monitored, urged, and organized the good implementation of the program to foster awareness of the Party for the elite masses at district-level political centers and provincial Party Committees. Accordingly, along with directing and guiding the strict implementation of the survey, enrollment, and class opening plan, the Provincial Party Committee's Propaganda Department has focused on doing a good job of evaluating the content and teaching outline to ensure the achievement of the set goals: equipping learners with the most basic and core knowledge about the Communist Party of Vietnam ; the Platform for national construction through the periods; the Charter of the Communist Party of Vietnam; studying and following the ideology, morality, and lifestyle of Ho Chi Minh. At the same time, helping learners grasp and apply the knowledge, viewpoints, and guidelines of the Party into practical work, building the right motivation, actively practicing, and striving to become Party members.

Aiming at improving the quality and effectiveness of Party awareness training, along with fully conveying the 5 topics according to the unified regulations, the National Anthem, the Internationale..., depending on the subjects, requirements, and specific conditions, the organizing committee of the training courses also proactively implements a number of local topics, organizes field trips related to the content of traditionaleducation , introduces new factors, advanced examples in the patriotic emulation movement... With the team of lecturers, Party committees, and propaganda agencies at all levels, it is required to proactively grasp the characteristics of the students, choose appropriate and effective teaching methods. Along with that, select some content in the documents to analyze in depth, clarify, combine lectures with organizing discussions, exchanging experiences or suggesting students to self-study and research to achieve the highest efficiency.

Along with issuing directives and instructions to help improve the quality of teaching and learning of the Party awareness training program at district-level political centers and provincial Party Committees, the Provincial Party Committee's Propaganda Department maintains quarterly meetings on political theory education, regularly organizes class observations and lectures; guides and inspects the implementation of tasks, organizes preliminary and final reviews... to help the centers' activities become more organized and improve quality. The implementation of the political theory training and education program and the Party awareness training program at political centers and provincial Party Committees ensures sufficient content and the right subjects according to the regulations of the Central Propaganda Department. In 3 years (2021 - 2023), the whole province has organized 95 Party awareness training classes for 5,464 students, which is an important resource to help Party committees at all levels, branches, units and organizations in the province perform well the task of Party development.

To contribute to improving the quality of teaching, the Provincial Party Committee's Propaganda Department always focuses on advising the Provincial Party Committee's Standing Committee to direct the organization of competitions for excellent political theory lecturers from the province to the grassroots level. In 2022, the Provincial Party Committee's Propaganda Department advised the Provincial Party Committee's Standing Committee to successfully organize the Provincial Competition for Excellent Political Theory Lecturers; train and send lecturers to participate in and win first prize in the Competition for Excellent Political Theory Lecturers in Region I (Northern region), and second prize in the National Competition for Excellent Political Theory Lecturers.

Thanks to the above solutions, the quality of teaching and learning of political theory training programs in general and Party awareness training programs in particular has been increasingly improved and innovated in both methods and content, meeting the needs and qualifications of students. However, currently, some activities at political centers are still inadequate, affecting the quality of teaching and learning. The innovation of political theory teaching methods has been implemented but not synchronously and clearly. Exchanges and discussions between lecturers and students during the teaching process have been implemented but not much. There are still lectures that do not really inspire students. Some grassroots party organizations are not really interested in Party development work. Students who are workers in enterprises without party organizations find it difficult to ask for leave to attend the course...

In the coming time, to further improve the quality and effectiveness of teaching and learning the Party awareness training program and the political theory training program at the district, town, city political centers and provincial Party Committees, relevant levels and sectors need to synchronously implement the following solutions:

Firstly, continue to raise awareness among Party committees, authorities, cadres and Party members about the role, significance and importance of political theory training and development, considering this an important and regular task in the work of building and rectifying the Party and the political system. Pay attention to creating conditions for units to add full-time lecturers, upgrade equipment and improve the teaching and learning environment.

Second, continue to innovate methods, improve the quality of training and fostering at district-level political centers and provincial party committees; research and supplement new solutions, develop concise training content, with rich and attractive forms of communication on the internet and social networks suitable to the new situation; focus on guiding students to apply lecture knowledge to solve practical problems and political tasks of localities and units.

Third, strengthen training and fostering to improve the level of political theory, expertise and professionalism for the teaching staff; guide the team of specialized lecturers to register for scientific research topics, summarize practices, build initiatives and experiences in teaching political theory; at the same time, participate in the pilot system to disseminate, foster and update political theory knowledge for cadres and party members on the internet (according to Official Dispatch 6961, dated October 26, 2023 of the Central Propaganda Department).

Fourth, enhance the sense of responsibility for students participating in training and development courses. Closely coordinate with localities and units in registering targets, making annual training and development plans; improve the effectiveness of monitoring and managing students, and have strict sanctions for those who are not serious in their studies.
