Improve the quality of documents and social consensus when building policies

(LĐXH) - Strengthening social criticism and communication to inform about policies, thereby improving the quality of documents and social consensus in building and promulgating policies and laws.

Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh emphasized at the Conference in response to Vietnam Law Day (November 9) with the theme "Solutions to improve the effectiveness of dissemination and education of law by the Ministry of Labor, Invalids and Social Affairs and new points of the Social Insurance Law 2024" organized by the Ministry of Labor, Invalids and Social Affairs on November 5.

The Deputy Minister assessed that over the past 10 years, the Ministry has effectively built and perfected legal institutions related to labor, meritorious people and social security;

Focused on key tasks in legal work, especially reviewing and drafting legal documents. Currently, most of the Ministry's management areas are regulated by laws, including 1 code, 9 laws and 2 ordinances.

The system of legal documents on labor, meritorious people and society has exceeded 400 documents, creating an important legal corridor and policy mechanism, contributing to promoting effectiveness in practice.

“These policies, including unprecedented regulations, have played an important role in ensuring social security, labor and employment, thereby contributing to the stability and socio-economic development of the country,” Deputy Minister Le Van Thanh emphasized, adding that the Ministry of Labor, Invalids and Social Affairs has implemented the Government's direction in a systematic and effective manner.

“We have successfully implemented the Government ’s Resolution on reducing and simplifying business requirements and conditions as well as administrative procedures. These efforts help to clear legal obstacles, remove difficulties in the implementation process, improve the investment and business environment and create a clear legal corridor, ensuring the legitimate rights of people and businesses.”

To improve the quality of building and perfecting legal policies, Deputy Minister Le Van Thanh emphasized the need to regularly review, evaluate and summarize the implementation of laws and current mechanisms and policies, in order to detect difficulties and obstacles that may hinder investment and business activities of enterprises as well as affect people's lives.

At the same time, in the process of developing projects and draft legal documents, it is necessary to pay attention to newly arising issues in order to promptly amend, supplement or propose competent authorities to adjust them to suit the reality; strictly comply with the regulations and procedures of the Law on Promulgation of Legal Documents.

The Deputy Minister paid special attention to strengthening discipline and administrative order, ensuring proper implementation of progress and programs; at the same time, it is necessary to closely follow reality, use reality as a measure, listen to multi-dimensional opinions and organize seminars and discussions to consult opinions, especially from experts, scientists and those doing practical work as well as affected subjects and there needs to be close coordination with other relevant agencies.

“It is necessary to strengthen social criticism and communication work to promptly inform about policies, thereby improving the quality of documents as well as social consensus in the process of building and promulgating policies and laws,” Deputy Minister Le Van Thanh emphasized.

Also at the conference, Deputy Director of the Social Insurance Department Nguyen Duy Cuong shared the content of some new points of the Social Insurance Law 2024, focusing on main contents such as: Supplementing social retirement benefits to form a multi-layered social insurance system; supplementing monthly allowances for people who are not eligible for pensions and are not old enough to receive social retirement benefits;

Expanding the number of participants in compulsory social insurance; adding benefits for sick leave and maternity leave for part-time workers at the commune level; adding maternity leave in the voluntary social insurance policy...
