Service-oriented administration

In early January 2026, the Provincial People's Committee issued the 2026 Administrative Reform Plan, setting the goal of further improving the quality of service to citizens and businesses. Accordingly, the province strives to increase its ranking by at least two positions in important rankings such as the Administrative Reform Index (PAR INDEX), the Satisfaction Index of Citizens and Organizations with the Services of State Administrative Agencies (SIPAS), and the Provincial Competitiveness Index (PCI) compared to 2025. In addition, the province also aims to promote the provision of online public services and the digitization of administrative procedures throughout the province, gradually building a modern, transparent, and efficient administrative system.

In many localities within the province, the handling of administrative procedures has significantly improved. The reception and results delivery departments are organized scientifically , procedures are publicly displayed, and staff provide dedicated guidance, making it easy for people to complete the necessary procedures.

Mr. Nguyen Phuoc Hiep, from Hamlet 1, Nguyen Phich Commune, said: “Compared to before, doing administrative paperwork is much more convenient now. When going to the Commune People's Committee, people are clearly guided step-by-step by the officials. If the documents are complete, they are processed quite quickly, without having to make multiple trips like before.”

The Nguyen Phich Commune Public Administration Center facilitates convenient access for citizens to handle administrative procedures.

Comrade Nguyen Minh Duong, Secretary of the Party Branch of Hamlet 1A, Phong Hiep Commune, shared: “Implementing the two-tiered local government model has made handling documents and procedures for the people more convenient. Applications are received and processed quickly, reducing waiting times and thus contributing to increased public trust in the local government.”
