Streamline the organizational structure and allocate personnel rationally.

Following the implementation of the two-tiered local government model, the Provincial People's Committee reviewed and refined regulations on the position, functions, tasks, powers, and organizational structure. Accordingly, the Provincial People's Committee issued a decision stipulating the functions, tasks, powers, and organizational structure of 13 specialized agencies under the Provincial People's Committee and 39 public service units under various departments.

The Provincial People's Committee also issued many decisions to consolidate, rearrange, and reorganize administrative agencies and public service units. As a result, the province established, reorganized, and transferred existing agencies and units belonging to 20 specialized agencies.

Specifically, nine units were established, including: the Ca Mau Provincial Public Administrative Service Center; the Market Management Sub-Department; the Industrial Promotion and Trade Promotion Center (Department of Industry and Trade); the Traffic Safety Committee Office; public service units under the Department of Internal Affairs; the Land Registration Office under the Department of Agriculture and Environment; administrative organizations and public service units under the Department of Agriculture and Environment; the Investment Promotion and Public Financial Services Center under the Department of Finance; and public service units under the Department of Culture, Sports and Tourism.

The province also reorganized four units, primarily by transforming former district-level project management boards into regional project management boards under the province's specialized project management boards; and simultaneously restructured administrative organizations and public service units under the Department of Health . In addition, the province transferred the existing structures of eight specialized agencies, allowing them to continue operating according to regulations; and dissolved one public service unit. As of the reporting date, the province has 927 public service units.
