The process of land acquisition, conversion of land use, and handover of land to investors and construction units for project implementation plays a crucial role in determining the progress of project completion, thereby creating a foundation for socio-economic development as well as the effective and sustainable management and use of land resources. Therefore, in recent times, Thanh Thuy district has implemented many solutions to strive for land acquisition and conversion of land use to serve the construction of projects in the area.

Having been allocated land, the Wyndham Thanh Thủy International Convention Center, hotel, and resort villa project in Zone 1, Bao Yen commune, has been constructed and put into operation, contributing to the development of the district's tourism and service industry.
Comrade Dao Ngoc Ky - Head of the Department of Natural Resources and Environment of the district, said: "The work of land acquisition to create space for the implementation of projects and works has always been a priority for the district, with decisive, specific, and synchronized leadership from the district to the grassroots level, with the motto of strictly adhering to procedures, closely following actual conditions, and making maximum use of policies to ensure a harmonious balance of interests between all parties, especially protecting the legitimate rights and interests of the people."
Based on the land use planning for investment in construction projects approved by the Prime Minister and the province, the People's Committee of Thanh Thuy district has organized the announcement and public disclosure of the district's annual land use plan on the electronic information portal and to each commune, town, and agency of the district.
The land acquisition, allocation, leasing, and conversion of land use for projects in the district have been carried out by the People's Committees at all levels in accordance with the procedures stipulated by land law, consistent with the approved land use plan, contributing to socio-economic development and increasing budget revenue for the district. The land acquisition process for projects has received the consensus and high agreement of the majority of people whose land is acquired. At the same time, to improve the efficiency of land acquisition and conversion of land use, the district conducts specific assessments of the implementation of each project; clearly stating the achievements, shortcomings, difficulties, limitations, and causes... to serve as a basis for proposing solutions to overcome difficulties.
During the period 2021-2023, according to the resolutions of the Provincial People's Council, Thanh Thuy district was assigned to reclaim nearly 647 hectares of land to implement 116 projects. However, in practice, the work of land reclamation, land use conversion, and handover of land for the implementation of projects in Thanh Thuy district still faces some difficulties and obstacles, affecting the progress of the projects. To date, the district has reclaimed, converted, and handed over 28.9 hectares of land for 27 projects; reclaimed 65.53 hectares for 21 projects; and is currently carrying out land clearance for 68 projects...
Currently, some projects have been completed and put into use, but the land use conversion has not yet been carried out, affecting land management in the district, such as: the project to renovate and upgrade the road connecting National Highway 32C with National Highway 70B of Phu Tho province to Hoa Binh province; the inter-district road between Thanh Thuy and Thanh Son...
Projects with large approved areas still face difficulties in land clearance due to the fact that land prices set by the State do not reflect market prices, and the compliance of some people is not high. Some large-scale projects, already included in the list of approved projects in resolutions of the Provincial People's Council, have had their project plans and land documents delayed because the investor has not yet completed them.
Furthermore, for projects involving the transfer or contribution of land use rights, the limited financial capacity of the investor (enterprise) and difficulties in determining the transfer price often lead to delays in project implementation...
According to Mr. Nguyen Minh Tan, Vice Chairman of the District People's Committee, to improve the effectiveness of land acquisition and conversion, Thanh Thuy will continue to closely follow the province's directives and strictly adhere to State regulations on land acquisition and conversion in the area. The district will accelerate the preparation and adjustment of land use plans for the 2021-2030 period; regularly inspect and review the progress of projects approved by the Provincial People's Council resolutions. Simultaneously, it will focus on inspecting and monitoring the use of handed-over land, promptly grasping the actual situation to report and propose solutions to competent authorities in accordance with regulations.
