Improving the effectiveness of policy credit in Ha Tinh

Vice Chairman of the Provincial People's Committee Tran Bau Ha requested members of the Board of Directors of the Social Policy Bank of Ha Tinh province to promote their roles in directing, inspecting, and supervising, contributing to improving the effectiveness of policy credit activities in the area.

On the afternoon of January 17th, Mr. Tran Bau Ha, Vice Chairman of the Provincial People's Committee and Head of the Board of Directors' Representative Committee of the Social Policy Bank of Ha Tinh province, chaired a conference to evaluate the results of policy credit activities in 2023 and implement tasks for the first quarter of 2024.

In 2023, the Provincial Social Policy Bank directed its district and town-level units to actively mobilize capital from organizations and individuals; focusing on mobilizing savings deposits through savings and loan groups, deposits at commune transaction points, and local entrusted funds to effectively implement social policy credit in the area.

As of December 31, 2023, the total policy credit capital reached VND 6,685.4 billion, an increase of VND 868 billion (equivalent to a growth rate of 14.9% compared to the beginning of 2023).

Improving the effectiveness of policy credit in Ha Tinh

Ms. Bui Thi Ngoc Ha, Director of the Social Policy Bank of Ha Tinh province, reported on the results of policy credit activities in the area in 2023.

In 2023, the total loan disbursement of the Provincial Social Policy Bank reached VND 1,975.9 billion, with 36,055 poor households and policy beneficiaries receiving loans.

As of December 31, 2023, the total outstanding policy credit reached VND 6,679.8 billion, an increase of VND 876.2 billion compared to the beginning of 2023 and a 15.1% increase compared to 2022, with 107,715 customers still having outstanding loans. Overdue loans of the branch amounted to nearly VND 3.1 billion, accounting for 0.046% of the total outstanding loans; frozen loans amounted to VND 2.9 billion, accounting for 0.044% of the total outstanding loans.

As of December 31, 2023, the outstanding loan balance under Government Resolution 11/NQ-CP of the Provincial Social Policy Bank reached VND 929.6 billion, an increase of VND 586.5 billion compared to 2022, achieving 100% of the assigned plan with 12,048 customers still having outstanding loans...

At the conference, delegates focused on analyzing and clarifying the causes of shortcomings in policy credit work in Ha Tinh in 2023; thereby suggesting solutions to effectively implement tasks in 2024, starting with the first quarter of 2024.

Mr. Nguyen Van Trung, Director of the State Bank of Vietnam's Ha Tinh Provincial Branch, highly appreciated the credit growth rate of the Social Policy Bank of Ha Tinh province in 2023.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Tran Bau Ha emphasized: In 2023, despite many difficulties, policy credit activities in the province achieved positive results.

The Vice Chairman of the Provincial People's Committee also frankly pointed out the difficulties and shortcomings of policy credit activities in the province, such as: the local budget entrusted capital is still low compared to the national average; the target group of poor households, near-poor households, and newly-escaped-poverty households is shrinking, while those with average living standards who need resources for economic development are not eligible for loans; the entrusted activities of some socio- political organizations are still limited...

In implementing the tasks for the first quarter of 2024, Vice Chairman of the Provincial People's Committee Tran Bau Ha requested members of the Board of Directors of the Provincial Social Policy Bank to promote their role in directing, inspecting, and supervising policy credit activities, considering this a regular task.

The Vice Chairman of the Provincial People's Committee instructed the Department of Finance to pay attention to and advise the Provincial People's Council and People's Committee on the early transfer of local funds entrusted to the Social Policy Bank; to develop a plan to advise on the transfer of budget funds for the following years to achieve the targets stipulated in Decision 05/QD-TTg of the Prime Minister; and to coordinate with the Provincial Police to advise the Provincial People's Committee on transferring entrusted funds from the local budget to provide loans to people who have completed their prison sentences according to Decision No. 22/2023/QD-TTg.

The Department of Labor, War Invalids and Social Affairs directs and guides districts and cities to promptly review and supplement the list of poor and near-poor households during the year as a basis for the Provincial Social Policy Bank to implement lending according to regulations. The Board of Directors of the Provincial and district-level Social Policy Bank representatives develop plans and advise the Provincial Party Committee and the Provincial People's Committee to direct the implementation of the 10-year review of Directive No. 40-CT/TW of the Party Central Committee on strengthening the Party's leadership over social policy credit activities.

The Vice Chairman of the Provincial People's Committee requested that the entrusted organizations strengthen inspection and supervision of grassroots organizations; urge, handle, and recover overdue debts and outstanding interest; do a good job of verifying loan recipients, inspecting, supervising, and guiding the effective use of loan capital...

The Board of Directors' representatives of the Social Policy Bank in districts, towns, and cities should integrate the leadership and direction of policy credit activities into the regular work programs and plans of the local Party committees and authorities at the district and grassroots levels; advise the People's Council and People's Committee on balancing the local budget to transfer funds to the Social Policy Bank...

Provincial and district-level Social Policy Banks should focus on mobilizing resources and resolutely implementing the credit targets and plans assigned by the Central Government, ensuring that outstanding loans do not decrease compared to December 31, 2023; they should advise and submit proposals to the Provincial and District People's Councils to promptly transfer capital to the Social Policy Bank for lending to poor households and policy beneficiaries...
