PGI was first announced by the Vietnam Federation of Commerce and Industry (VCCI) in 2022. In the first year, Long An ranked 28th nationwide with 15.4 points.
According to the Director of the Department of Natural Resources and Environment - Vo Minh Thanh, from the results achieved in 2022, in order to deploy and implement tasks and solutions to improve and enhance PGI, the Provincial People's Committee issued Plan No. 2232/KH-UBND, dated August 3, 2023. Accordingly, departments, branches and localities deploy and implement many solutions to improve the component indicators of PGI through promoting propaganda activities, raising public awareness of environmental protection , responding to the negative impacts of climate change; applying scientific and technological advances in improving the effectiveness of management in the environmental field.
At the same time, the province strengthens the fight against environmental crimes, promptly detects and handles violations of environmental protection, aiming at the goal of green growth and sustainable development. Currently, provincial and local management agencies are interested in, promptly integrating and including in the annual task list of the industry and locality as a basis for deployment and implementation.
Some pre-built factories in Long Hau Industrial Park are equipped with rooftop solar power systems - a green energy source to provide electricity for production and lighting activities.
With the above efforts, according to the announcement from VCCI, Long An's PGI in 2023 ranked 12th out of 63 provinces and cities nationwide with 23.07 points (up 16 places compared to 2022), ranking 3rd in the Mekong Delta region. In particular, all 4 component indicators, including: Minimizing environmental pollution and negative impacts of climate change; ensuring compliance with minimum environmental standards; leadership role of the provincial government in environmental protection; Incentive policies and support services for enterprises in environmental protection, all increased from 0.25 to 3.93 points compared to 2022. For component index 4, Long An is one of the 3 highest ranked provinces in the country thanks to the implementation of tax incentives, consulting services and technical services to encourage the participation of green enterprises, encourage green enterprises to expand their scale and encourage enterprises that are not interested in implementing green transformation.
According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut, the remarkable increase in the province's PGI results in 2023 is extremely important, demonstrating the solidarity, efforts and determination of the entire political system, the provincial authorities at all levels to promote administrative procedure reform, improve the investment environment, synchronously implement support policies, and accompany businesses. This also demonstrates an impartial and objective assessment, affirming the increasing trust and satisfaction of the business community and people. This is a great effort of the province in balancing economic development and sustainable environmental protection, developing a green economy.
Production goes hand in hand with environmental protection
Long An is one of the provinces and cities in the Southern region that attracts strong investment, the province's investment environment has received attention from international organizations and foreign partners. In particular, the investment in developing technical infrastructure to serve production is always deployed and implemented by enterprises in the direction of environmental protection. Among them, many industrial parks (IPs) have been planned and developed in a green and sustainable direction.
Enterprises in the province have initially recognized the need to treat waste from production and business activities, limiting emissions into the environment.
According to Bui Le Anh Hieu, Director of Marketing and Business of Long Hau Joint Stock Company (investor of Long Hau-LHC Industrial Park, Can Giuoc District), in the past time, LHC planned and built infrastructure for green and sustainable projects. LHC invested in 2 clean water supply plants with a capacity of 11,000m3 /day and night. The Industrial Park exploits and treats water supply according to QCVN 01-1:2018/BYT standards, proactively providing clean water for production and daily activities in the Industrial Park, ensuring exploitation and supply of water for enterprises within safe limits for the environment. The wastewater treatment system in the Industrial Park uses advanced AAO technology, ensuring that 100% of wastewater is treated and the output meets column A standards - QCVN 40:2011/BTNMT. The water is then used for cleaning and watering plants.
In particular, at LHC, some pre-built factory areas are installed with rooftop solar power systems - a green energy source to provide electricity for production and lighting activities. An internal supply chain has also been formed, linking businesses with the ability to cooperate in production towards utilizing waste as raw materials, optimizing production to minimize costs and environmental impact.
With the advantage of being located at the gateway of Ho Chi Minh City, adjacent to the Mekong Delta region, Long An is an important traffic junction in the trade of goods and has been an attractive investment destination for many enterprises in recent years. Up to now, the province has 18,326 registered enterprises with a total registered capital of VND 381,653 billion. Of which, the province has more than 2,200 domestic investment projects with a registered capital of VND 300,670 billion and more than 1,300 foreign investment projects with a capital of 11.2 billion USD. In the first 6 months of 2024, the province started many industrial and commercial projects with large investment capital, applying advanced technology in the production process, including Thai Tuan Textile Finishing Factory.
According to the Chairman of the Board of Directors and General Director of Thai Tuan Group Joint Stock Company - Tran Hoai Nam, Thai Tuan is one of the leading textile and garment enterprises providing fashion products and services in Vietnam with the orientation of becoming an "international brand providing global fashion products". Therefore, the Group constantly invests, develops and applies advanced and modern technologies in production, creating conditions to promote the comprehensive growth of the enterprise.
In May 2024, Thai Tuan Group started construction of the Thai Tuan Textile Finishing Factory Project in Duc Hoa III Industrial Park - SLICO, Duc Hoa District. This project is built on an area of 36.3 hectares, with an investment capital of about 12,800 billion VND, with a production scale of 36,000 tons of products/year. Previously, in June 2022, the Group broke ground for the Thai Tuan High-Tech Complex Project in Duc Hoa III Industrial Park, Duc Hoa District with a total investment capital of 16,000 billion VND. This is a project of the industrial production chain of fiber - textile - finishing - garment - leather shoes - fashion accessories. This project is in the final stage to put into operation.
According to Mr. Nguyen Van Ut, according to the Provincial Planning for the period 2021-2030, with a vision to 2050, Long An strives to become a center for dynamic and sustainable economic development of the Mekong Delta by 2030, among the top 10 localities with the largest economic scale in the country based on green industry, automation, science - technology and innovation. With a series of large-capital investment projects in Long An in recent times, it shows that the investment environment in the province is truly attractive, gradually meeting the needs of large, branded and internationally-scaled investors.
Improve PGI in the right way
According to Mr. Vo Minh Thanh, recently, enterprises in the province have initially realized the meaning and importance of applying modern solutions and technologies in the treatment of industrial solid waste and wastewater in production and business activities, limiting emissions into the environment. However, some enterprises still have some limitations in the process of developing production and business.
To contribute to implementing solutions to improve and enhance PGI in the right focus and achieve high efficiency, the Department of Natural Resources and Environment proposed that the Provincial People's Committee implement many solutions, including strengthening and diversifying information and propaganda activities on support policies for industrial production enterprises that apply modern technology, use clean energy, and have effective measures to handle environmental pollution.
At the same time, the province continues to classify domestic solid waste at source throughout the province to reduce the amount of waste that needs to be treated; strengthen the management of air and surface water quality through controlling waste sources and automatic monitoring data; strictly manage, exploit and use resources effectively and economically; conduct investigations and inventories of greenhouse gases, survey the current status of production technology of enterprises, and have a suitable roadmap to convert or replace outdated technology that emits a lot of greenhouse gases with environmentally friendly technology./.
