In the current period, hostile forces opposing the revolutionary cause of our Party are becoming increasingly sophisticated and complex. This reality necessitates enhancing the fighting capacity of grassroots Party organizations and Party members to protect the Party's ideological foundation, combat and refute erroneous and hostile viewpoints, guide ideological work, and safeguard the scientific , revolutionary, and correct nature of our Party's ideological foundation.

The vital content of Party building and rectification work.

Protecting the Party's ideological foundation means protecting the Party, its political platform and policies, the people, the socialist rule of law, and the reform process. Protecting the Party's ideological foundation is a fundamental, crucial, and vital aspect of Party building and rectification; it is a top priority and a constant task, based on a deep understanding and the correct and creative application of Marxism-Leninism and Ho Chi Minh Thought to the Vietnamese context.

To enhance the effectiveness of the struggle against erroneous and hostile viewpoints, it is necessary to closely link "construction" and "combat," with construction being fundamental and combating resolute and effective. Promoting democracy should go hand in hand with strengthening discipline to firmly protect the Party's ideological foundation, consolidate and strengthen faith in Marxism-Leninism and Ho Chi Minh Thought; maintain unity and cohesion within the Party; prevent and repel ideological and political degradation, "self-evolution and self-transformation," and thwart the schemes of hostile forces; build a clean and strong Party, unleash the strength of the entire nation; accelerate the process of reform, protect the homeland, and soon transform our country into a modern industrialized nation.

Identifying the plots, tactics, and attack methods of hostile forces.

In the current context, we need to clearly identify the conspiracies, tactics, methods, forms, and erroneous viewpoints of hostile forces and political opportunists attacking the ideological foundation, platform, and policies of the Party and the State, as manifested in the following issues:

Firstly, hostile forces are directly attacking the Party's ideological foundation to deny Marxism-Leninism, Ho Chi Minh Thought, and the path to socialism. These forces are intensifying propaganda and promoting the introduction of extremist ideological trends: populism, pragmatism, and extreme nationalism from outside, combined with inciting individualism, opportunism, and factionalism from within, in order to promote "self-evolution" and "self-transformation" within the political and social system.

Secondly, they deny the leadership of the Party and the socialist political and social system; advocate for the "depoliticization" of the armed forces; deny the socialist-oriented market economy, contrasting the market economy with the socialist orientation; and attribute "systemic flaws" to the current regime...

Thirdly, they distort the country's situation, spreading rumors of a so-called "comprehensive crisis" and "critical situation"; exaggerating and slandering social, religious, ethnic, human rights, and land issues... in order to break the national unity.

Fourth, fabricating, embellishing, and exaggerating the weaknesses and shortcomings of some organizations, individuals, and Party members, attributing them to the very nature of the ruling Party, and inciting opposition between the Party, the State, and the people.

Fifth, they infiltrate our ranks, approach, entice, and bribe to sow discord within the organization, raising a "banner" to rally forces. They intensify the search for degenerate and corrupt elements within the ranks of Party cadres and members to spread erroneous and reactionary viewpoints.

Sixth, they undermine the Party's independent, self-reliant, multilateral, and diversified foreign policy in international integration with tactics such as "breaking away" from one country, forming alliances with another, and promoting separatism. They thoroughly exploit issues of maritime sovereignty to spread false information, undermining the people's trust in the Party and State's determination to protect maritime sovereignty.

Key, ongoing tasks

Protecting the Party's ideological foundation is a very important task, contributing to the building and development of our Party. Throughout the country's development, especially over the past five years, particularly after the adoption of Resolution 35-NQ/TW dated October 22, 2018, by the Politburo of the 12th Party Congress on strengthening the protection of the Party's ideological foundation and combating and refuting erroneous and hostile viewpoints in the new situation, this work has been implemented systematically, consistently, and especially decisively from the central to local levels.

The revolutionary practice of our Party clearly shows that, in any stage of the revolution, ideological and theoretical work always holds a leading position among all aspects of the Party's work. It is impossible to make correct leadership decisions and conduct effective leadership without a sound theoretical foundation.

In the new context of the world and regional situation, based on a clear understanding of the strategic plots, tactics, schemes, tricks, measures, methods, and means of hostile forces opposing us in the ideological and theoretical field, our Party has determined that protecting the Party's ideological foundation and combating erroneous and hostile viewpoints is a crucial task of vital importance in protecting the Party, the State, the people, and the socialist regime.

The role of grassroots Party organizations and Party members

In the process of reform, developing a socialist-oriented market economy and international integration, moving towards the goal of a prosperous people, a strong nation, democracy, fairness, and civilization, grassroots Party organizations have an increasingly important position and role.

Party grassroots organizations are the foundation of the Party, carrying out internal Party building activities from the grassroots level; leading organizations of the political system, economic and social organizations; leading cadres, Party members, and the people at the grassroots level; leading various aspects of social life, ensuring that activities at the grassroots level are in line with the Party's political orientation. Given this position and role, the role of party grassroots organizations and Party members in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation must be demonstrated in the following aspects:

Firstly, we must implement the directives of higher-level Party committees regarding the task of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints among cadres, Party members, Youth Union members, association members, and the people.

Secondly, the Party organization must thoroughly disseminate to subordinate Party organizations and cadres and Party members the policies, plans, and measures to protect the Party's ideological foundation and combat erroneous and hostile viewpoints.

Thirdly, lead the work of building and rectifying the Party and the political system at the grassroots level, ensuring that grassroots Party organizations and political systems are clean and strong, carrying out the work of protecting the Party's ideological foundation, and combating erroneous and hostile viewpoints in the new situation at the grassroots level.

This is a crucial solution in preventing and combating "self-evolution" and "self-transformation," and is an important prerequisite for building "exemplary and model" agencies and units; at the same time, it creates a clean and healthy environment to prevent the infiltration of erroneous and hostile views and ideologies into the unit. Party committees and organizations at all levels need to focus on improving the quality of resolutions and party activities; enhancing the leadership capacity and fighting strength of party organizations; and upholding the principles of democratic centralism, collective leadership, individual responsibility, self-criticism, and criticism.

Fourth, through the role of cadres and Party members, especially the exemplary role and responsibility of Party committees and leaders, we create momentum and spread awareness for the work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints at the grassroots level.

With the capabilities, qualifications, and responsibilities of cadres and Party members directly involved in protecting the Party's ideological foundation through various forms such as writing news articles, sharing positive information, and disseminating information to cadres, Party members, Youth Union members, association members, and the people to identify harmful and toxic content... This creates a positive effect, promoting a pioneering and exemplary role for cadres, Party members, Youth Union members, association members, and the people to follow.

Fifth, inspect and monitor the performance of cadres and Party members in order to replicate and develop good practices and exemplary models, while promptly adjusting and correcting individuals, organizations, and associations that have not performed well in protecting the ideological foundation and combating erroneous viewpoints within their agencies and units.

Through such inspection and supervision, shortcomings and weaknesses of individuals and organizations in performing their duties are promptly identified; good practices and innovative, effective models are commended and replicated.

The ideological foundation of the Party is an important component, and also a fundamental and core factor, forming the basis and prerequisite for all activities of building, functioning, and leading the Party. Therefore, protecting the Party's ideological foundation and combating erroneous and hostile viewpoints is an essential requirement for building and developing a clean and strong Communist Party of Vietnam.
