At the meeting, Chairwoman of the State Securities Commission Vu Thi Chan Phuong expressed her joy at meeting Mr. Bob McCooey again after a recent business trip to Nasdaq, where the two sides signed a letter of intent on cooperation. The Chairwoman of the State Securities Commission also emphasized the special significance of the meeting taking place at the time when the FTSE Russell Ratings Organization officially announced that the Vietnamese stock market was upgraded from a frontier market to a secondary emerging market.

The Chairman of the State Securities Commission said that Vietnam has been actively perfecting the legal framework and carrying out many reforms in mechanisms to develop the stock market. Recently, the State Securities Commission issued a Regulation on coordination in reviewing registration dossiers for initial public offerings (IPOs) at the same time as registration dossiers for listing. This is an important step in reforming administrative procedures, contributing to improving the efficiency of capital mobilization and protecting the interests of investors in the stock market.

The State Securities Commission encourages qualified Vietnamese enterprises to list on international markets, especially on Nasdaq; in addition, the State Securities Commission is also interested in issuing depository receipts (DR) in the United States. Previously, in July 2025, the State Securities Commission, in collaboration with Nasdaq and partners in the ASEAN region, successfully organized a conference on IPOs and issuance of depository receipts (DR).

The State Securities Commission hopes that Nasdaq will continue to closely coordinate, create favorable conditions for Vietnamese enterprises, support information dissemination and propaganda so that enterprises can access and take advantage of opportunities to issue depository certificates in the international market.

Vice President and Head of International Listings, Nasdaq Bob McCooey congratulated the Vietnamese stock market on its official upgrade as announced by FTSE Russell and affirmed that Nasdaq is ready to cooperate and support the State Securities Commission in areas of interest to Vietnam; at the same time, he expected Vietnamese enterprises to be successful when expanding their operations to international markets. He highly appreciated Vietnam's strong entrepreneurial spirit, saying that domestic listing combined with capital mobilization and listing abroad will contribute to promoting Vietnam's image in the international market.

Mr. Bob McCooey emphasized that Vietnam is a dynamically growing economy with great potential to attract US and global investors. Nasdaq wishes to become a bridge, accompanying the State Securities Commission and Vietnamese enterprises, not only in listing and capital mobilization activities, but also in the field of technology and transaction supervision, based on the experience of cooperation with more than 130 exchanges worldwide.
