Foundation for private economy to take off

Resolution No. 68-NQ/TW (dated May 4, 2025) of the Politburo on private economic development and the solutions outlined in the article "New driving force for economic development" by General Secretary To Lam can be said to be a very impressive and groundbreaking change in the Party's viewpoint and thinking as well as establishing the role and importance of this economic sector.

- What are your feelings and assessments about Resolution 68-NQ/TW on private economic development (KTTN)?

- Reading the Resolution, I feel very happy and secure, confident. So the necessary work, for the sake of the nation and the people, for the bright future of society, and the prosperity of the economy, has a basis to be realized in an inevitable way, in accordance with the law.

It can be assessed that the Party has put forward a correct and decisive policy, on which basis the National Assembly and the Government have realized into policy mechanisms and solutions that truly create and promote the private economy as the most important driving force for economic development.

I am very pleased with the content stated in the Resolution: "Developing a fast, sustainable, effective, high-quality private economy is both a central, urgent task and a long-term strategic one; it needs to be specified in the country's development strategies and policies; in order to promote all potentials and strengths, liberate all productive forces, activate, mobilize and effectively use all resources, especially resources among the people for socio-economic development, consolidate and strengthen national defense and security, enhance foreign affairs and international integration".

Along with that, "completely eliminate perceptions, thoughts, concepts, and prejudices about Vietnam's private economy; properly assess the important role of the private economy in national development; nurture and encourage the entrepreneurial spirit and innovation of people and businesses, respect businesses and entrepreneurs, identify entrepreneurs as soldiers on the economic front; fully ensure property ownership rights, freedom of business, the right to fair competition, and freedom to do business in industries not prohibited by law; create and strengthen trust between the State and the private economic sector; protect the legitimate rights and interests of businesses and entrepreneurs; ensure that the private economy competes equally with other economic sectors in accessing business opportunities and resources of the economy, especially capital, land, technology, human resources, data and other legitimate resources of the country in accordance with the law".

It must be affirmed that, through this Resolution, all the long-standing shortcomings of the private economy have been resolved. For example, the shortcomings in the treatment of the private economy compared to the state economy or foreign investment... This is a strong move, a very resolute affirmation.

In particular, the Resolution creates trust for the private sector. That is, respecting “property rights and freedom of business”. This will create great trust for the private sector, creating a premise for economic development.

- The Resolution mentions the guarantee and protection of ownership rights, freedom of business, property rights, equal competition rights... of private enterprises. What do you think about this issue?

- In my opinion, we must ensure ownership rights and property autonomy so that if something happens, private enterprises can still secure their assets. This is very important, creating trust, creating momentum for enterprises to contribute and from there promoting private economy, devoting all their mind, energy and wealth to doing business; thereby contributing more and more to the economy.

The Resolution has put forward very specific and detailed policies. On that basis, the Government and the National Assembly have created institutions, mechanisms, policies and solutions to promote and build the private economy into the most important driving force in national economic development.

- However, implementation is another matter, sir?

- The Resolution also mentions the sense of responsibility of the public service enforcement team. The Resolution requires: “Create all favorable conditions in handling administrative procedures; clearly assign, decentralize, and assign tasks between levels and branches of each agency and unit, clearly define the responsibility of the head in handling administrative procedures. Strictly handle acts of corruption, personal gain, and harassment of officials and civil servants.

At the same time, there is a mechanism for exemption from liability in cases where all relevant procedures and regulations have been fully implemented, and no personal gain has been made during the performance of duties, but there has been damage due to objective risks. Thus, fairness and impartiality have been mentioned, recognized in their true nature and are very positive.

This is extremely important because we all know that there is a phenomenon of civil servants not daring to do things due to fear of making mistakes and unclear regulations. Therefore, the viewpoints and solutions proposed in the Resolution have ensured that the staff can best perform their duties.

- So what is your view or suggestion to bring the Resolution into life?

- The Party has led the country through many difficult stages with intelligent solutions and strategies, alertness and courage. On its side, the business community is also joining forces, overcoming difficulties, surpassing itself to be worthy of the "most important" position and role and is in great need of support, creating the cleanest, fairest and most favorable environment for existence and development.

Of course, at the present time we have made the right choice as well as many times we have made very bold decisions to create an economic breakthrough. Therefore, the Government and the National Assembly need to issue very strict sanctions to force the civil servants and those responsible to strictly and effectively implement.

There must be a mechanism and method for regular and accurate monitoring and evaluation to measure the results and effectiveness of each functional agency and each cadre. For example, if civil servants do not perform their duties or only achieve low efficiency, they will be severely disciplined, in addition to applying new mechanisms in detecting, recruiting people to work or replacing cadres, including important positions, with an open and realistic mindset, based on the capacity, vision and desire to contribute of each individual; being extremely receptive, avoiding discrimination or a leveling mentality.
