Handing over more than 122,000m² of land to expand Minh Giang - Dam Va residential area in Me Linh commune

The City People's Committee has just issued Decision No. 3556/QD-UBND on the allocation of 122,057.4 m² of land (phase 1) in Tien Phong commune, old Me Linh district (now Me Linh commune) to Minh Giang Company Limited to implement the project to expand the Minh Giang - Dam Va residential area.

The city allocated 122,057.4m² of land - phase 1 to Minh Giang Company Limited to implement the Minh Giang - Dam Va residential area expansion project according to Decision No. 2511/QD-UBND dated July 18, 2008 of the People's Committee of the former Vinh Phuc province (now Phu Tho province); Decision No. 1617/QD-UBND dated April 20, 2020 and Decision No. 3884/QD-UBND dated July 26, 2024 of the People's Committee of Hanoi city. Of this land area, 54,709.4m² of residential land is allocated with land use fees; 7,478.2m² of land for social housing construction, exempted from land use fees according to new legal regulations; 9,000.2m² of land used to build parking lots and kindergartens - land lease form with annual payment; 50,869.6m² of traffic and green land is allocated without land use fees, after investment it will be handed over to the government for management.

The location, boundary and area of ​​the land are determined in the 1/500 scale land use master plan map prepared by Hanoi Urban Architecture Planning Investment Consulting Joint Stock Company in 2016, and approved by the Department of Planning and Architecture to be consistent with the decision of the City People's Committee.

Minutes of determining the coordinates of the land boundary markers of the former Department of Natural Resources and Environment (now the Department of Agriculture and Environment) and the boundary map of the Department of Land Statistics and Mapping (Department of Agriculture and Environment). The land allocation was not through an auction of land use rights and did not involve bidding to select investors, based on the 2024 Land Law.

Minh Giang Company Limited is required to fully fulfill its financial obligations, complete procedures for granting land use right certificates and construct according to planning, and not transfer the project without approval from the competent authority.

In addition, the enterprise must coordinate with the People's Committee of Me Linh district (now Me Linh commune) to carry out procedures for agreeing to receive the transfer of land use rights for the area of ​​6,427.3m2 of expanded land due to planning adjustment; as a basis for completing land procedures for the area of ​​19,489.3m2 of land that has not been assigned to implement the project.
