Therefore, the People's Procuratorate of Ho Chi Minh City recommends that the Chairman of the People's Committee of Ho Chi Minh City direct the Department of Natural Resources and Environment and the People's Committees of districts and Thu Duc City to instruct all departments and agencies to proactively monitor the situation of land plot and apartment sales in the area.
Therefore, it is necessary to check and compare whether the projects meet the conditions for buying, selling, and transferring ownership in order to promptly detect and inform the competent authorities to prevent fraudsters from defrauding people.
At the same time, the database system for land and property information in the managed area should be completed soon to support and share information in the field of state management, ensuring and providing accurate information on projects and information on eligible apartment buildings for transaction in the area.

Regarding the Department of Construction, the Ho Chi Minh City People's Committee needs to direct this unit to publicly disclose the notice that housing units are eligible for sale or lease-purchase so that consumers are aware before participating in transactions related to the purchase and sale of apartment units.
