The State Bank of Vietnam has just issued Document No. 1764/NHNN-TD on promoting loans for purchasing and trading rice in the Mekong Delta region.
The document clearly stated that the State Bank requested commercial banks to proactively balance capital sources, promptly meet the loan needs of people, enterprises producing, processing, purchasing, storing, and exporting rice, especially purchasing commercial rice for the 2023-2024 Winter-Spring crop in provinces and cities in the Mekong Delta. This should not allow people and enterprises with effective production and business plans that fully comply with legal regulations to be unable to access loans.
In addition, the State Bank requires commercial banks to create favorable conditions for people and enterprises producing and trading rice to access credit capital with preferential interest rates according to the bank's programs. Promote reform, simplify internal processes and procedures, shorten loan approval time, ensure timeliness, support seasonality in production, processing, purchasing, temporary storage, and export of rice; diversify appropriate credit products; improve the efficiency of appraisal and assessment of customer creditworthiness to increase the ability to lend without collateral based on cash flow management.
Continue to promote the implementation of credit policies to serve agricultural and rural development, focusing on lending to rice chain models from production to purchasing, processing, preserving and consuming products; lending to serve the Project "Sustainable development of one million hectares of high-quality and low-emission rice cultivation associated with Green Growth in the Mekong Delta by 2030" according to Decision 1490/QD-TTg dated November 27, 2023 of the Prime Minister.
In addition, commercial banks must strengthen the connection between banks and enterprises to have timely solutions to remove difficulties (if any); coordinate with the Vietnam Food Association and the Vietnam Rice Industry Association to inform the credit policies of the banking industry to member enterprises so that they can know and participate when needed.
The content of the document requires commercial banks to report to the State Bank, relevant ministries and branches on difficulties and problems beyond their authority (if any); and make proposals and recommendations during the implementation process.
The State Bank also requested that the State Bank branches in provinces and cities in the Mekong Delta region direct commercial bank branches in the area to proactively balance capital sources, promptly meet the loan needs of people and enterprises producing, processing, purchasing, storing, and exporting rice, especially purchasing commercial rice in the 2023-2024 Winter-Spring crop; not to let the situation happen where people and enterprises have effective production and business plans that fully comply with legal regulations but cannot access loans./.
