Mekong Delta Education Sector Ensures Smooth Operations After Merger

Since July 1, theeducation sector of the Mekong Delta localities has actively prepared conditions to implement the State management plan on education when the two-level local government comes into operation with the spirit of not allowing any gaps, interruptions, or separation of State management tasks; ensuring the quality of operations of educational institutions. At the same time, the sector has proactively done a good job of disseminating and propagating the organization and operation of educational institutions when implementing the two-level local government model.

Discussing the post-merger operations, Mr. Le Truyen Thong - Head of the Personnel Organization Department (Department of Education and Training of Can Tho City) said: The industry focuses on implementing according to Official Dispatch No. 03 of the Steering Committee for the arrangement of administrative units at all levels and building a 2-level local government organization model that has been oriented for public service units (including health and education).

Accordingly, in the education sector: Maintain public kindergartens, primary schools, secondary schools and transfer management to local authorities at the commune level. For vocational education and continuing education centers, transfer them to the Department of Education and Training for management and reorganization to provide services at the inter-commune and ward level.

Mr. Le Truyen Thong added that in professional work, the Ministry of Education and Training has directed the review and adjustment of some contents in the 2018 General Education Program to ensure its suitability with reality and the new development context. Some subjects are directly affected by the change of administrative boundaries, including: History, Geography, Economic Education and Law.

“The industry will seriously implement and prepare training plans for staff and teachers teaching these subjects and will take steps according to regulations to revise the subject curriculum as a basis for revising textbooks, such as updating requirements, knowledge content, place names, data, maps, charts and socio-economic information...”, Mr. Le Truyen Thong emphasized.

Speaking at the Party Congress of the Department of Education and Training of Can Tho City, Ms. Nguyen Thi Ngoc Diep - Vice Chairman of the People's Committee of Can Tho City emphasized: The Department needs to proactively review, arrange, and consolidate the organizational apparatus after the merger in the direction of streamlining, effectiveness, efficiency, ensuring inheritance, stability and smoothness in performing the political tasks of the industry; maintaining internal solidarity, stability of civil servants, public employees, and workers; promoting the application of comprehensive digital transformation in the entire industry...

In particular, after the merger, officials from the Department of Education and Training of Hau Giang and Soc Trang provinces (old) working at the Department of Education and Training of Can Tho City need to thoroughly understand the spirit of being one family, creating conditions, supporting and helping officials to work together to complete their tasks well.

According to the leader of the Department of Education and Training of Ca Mau province, after the merger, the whole province has more than 770 schools. The Department is reviewing all schools in the province with the same name to consider changing the name to match the new administrative boundaries. At the same time, it is reviewing the facilities and conditions for teaching 2 sessions/day of the schools to have investment solutions, ensuring the quality of teaching and learning before entering the new school year.

Currently, in Ca Mau province, some schools have the word "commune" attached to the place name, however, when the administrative boundaries were merged, these communes no longer exist. For example, Primary School 2 of Vien An commune, now Vien An commune was merged into Dat Mui commune, taking the name of Dat Mui commune.

Discussing this issue, Ms. Pham Thi Quyen - Principal of Vien An Commune Primary School 2, said: "I think that schools with the word "xa" when the old "xa" no longer exists, the school name must be changed accordingly. However, the change requires time to complete legal procedures, seals and choose a suitable name.

Regarding the decentralization of primary school management to the commune government, I think it is appropriate. The commune manages fewer schools in the area than the previous department, so it will closely monitor the school's operations and provide timely support."

Motivation for teachers and students to strive

At the grassroots level, school administrators and teachers are showing a strong spirit of adaptation. Mr. Cao Xuan Luong - Literature teacher (Hoang Dieu High School, Can Tho City), shared: "At first, we encountered a bit of confusion, such as moving between schools, adjusting timetables... But in return, we had more opportunities to exchange expertise with colleagues, learn more teaching experience. The most important thing is that students' studies were not interrupted."

Thu Khoa Nghia High School for the Gifted (Chau Doc, An Giang) is located in a border area with a long geographical distance, which often results in fewer students than other specialized schools. However, after the merger, the school's leadership and teaching staff are full of new enthusiasm. Mr. Tran Quoc Vu - Vice Principal of the school, said:

The school is ready to receive new instructions from the Department of Education and Training of An Giang province. The school's leaders and teachers are excited and believe that local leaders as well as the Department of Education and Training will pay attention and create more favorable conditions for the school to develop in the new direction.

“In my opinion, after the merger, An Giang province has become richer and stronger. In particular, the reward system for teachers and students in the province is higher. This is a good thing and a motivation for teachers and students to strive in the future,” said Mr. Tran Quoc Vu excitedly.

Not only high schools, but also preschool teachers have welcomed positive changes. Ms. To Nhu Quynh - a new teacher working at Tan Hiep Town Kindergarten (Tan Hiep, An Giang) for nearly 2 years shared her sincere feelings.

According to Ms. Quynh, although there will be initial challenges, she and the school's teachers always see this as a great opportunity to be exposed to new educational models and good practices from other schools, thereby learning, exchanging experiences, and contributing to improving professional qualifications.

In particular, Ms. Quynh was excited about the new point: “After the merger, the commune level began to organize competitions for excellent teachers. Qualified teachers will take the exam at the same time, creating a higher competitive spirit, so teachers will prepare carefully for the exam to get the best results. I myself am also determined to strive to participate in the exam.”

According to the management staff and teachers, in the current transition period, despite initial confusion, most teachers expressed confidence and optimism in the upcoming changes. They viewed the merger not only as an administrative event, but also as an opportunity to develop themselves, improve the quality of education, and contribute to the overall development of the locality.

“Decentralizing management to the commune level is appropriate. The commune will monitor the school activities more closely. Schools will also reduce the pressure of participating in many competitions and performances during the school year, and instead focus on professional work.
