Implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term, on the basis of reviewing all tasks according to the Action Program of the Provincial Party Committee and the Provincial People's Committee, the Department of Natural Resources and Environment has specified to implement related contents and tasks under the responsibility of the sector.
Proactively study the legal system of the natural resources and environment sector and the practical requirements of the province, promptly advise and propose the Provincial People's Committee to promulgate and submit to the Provincial Party Committee and the Provincial People's Council legal documents and important directives to improve the effectiveness of state management in the field of natural resources and environment; remove difficulties and bottlenecks, and unblock resources to serve the socio-economic development goals of the province.
The Party Committee and the Department's Board of Directors have issued 91 notices, resolutions, 95 decisions and 186 plans and official dispatches to lead the implementation and concretization of the implementation of Action Programs and Resolutions of Party Congresses at all levels in the field of Natural Resources and Environment.

With many synchronous and drastic measures, the results of handling administrative procedures of the industry have had positive changes, recognized and highly appreciated by people and businesses. If at the beginning of 2022, the rate of late handling of records in the land sector was over 60%, now this rate has decreased to 2.07%. The land access index in the provincial competitiveness index system has improved significantly over the years.

In addition to promoting administrative reform, improving the quality of service for people and businesses, based on assigned tasks, along with identifying bottlenecks, shortcomings and difficulties from practice, the Party Committee and the Board of Directors of the Department of Natural Resources and Environment have proactively and promptly advised specific solutions for the Provincial Party Committee, People's Council and Provincial People's Committee to focus on leading, directing and unlocking resources in the field of Natural Resources and Environment to serve the socio-economic development of the province.
Director of the Department of Natural Resources and Environment Nguyen Kim Tuan said: “The Department has focused on developing land use planning and plans at the beginning of the period in a timely manner for implementation and attracting land-using projects, overcoming previous delays. Vinh Phuc is one of 10 provinces and cities that completed the development and approval of district-level land use planning and plans the earliest in the country.
To remove difficulties and speed up the progress of compensation and site clearance for project implementation, the Department of Natural Resources and Environment has coordinated with relevant units to advise the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 01/2021/NQ-HDND dated March 8, 2021 on a number of specific measures to ensure timely and on-schedule site clearance for projects in the province in the period 2021-2025; Decision No. 61/2021/QD-UBND dated November 4, 2021 of the Provincial People's Committee promulgating detailed regulations on a number of articles on compensation, support and resettlement when the State acquires land.
Along with that, the industry has effectively implemented the work of land recovery, allocation, land use purpose conversion, land lease contracts and granting land use right certificates to organizations and individuals; strengthened the management and use of resources in the province, resolutely and strictly handled violations related to land and minerals; continued to strengthen inspection, supervision and handling of environmental pollution; proactively participated in the work of preventing, combating, mitigating natural disasters and adapting to climate change.
Promoting the achieved results, on the basis of studying the legal system of the Natural Resources and Environment sector and the practical requirements of the province, the Department of Natural Resources and Environment continues to advise the Provincial People's Committee to promulgate and submit to the Provincial Party Committee and the Provincial People's Council to promulgate policies and strategies to unlock resources and create momentum for socio-economic development for the province.
Proactively work with district and commune Party committees and authorities to promptly grasp the practical situation and coordinate effectively to resolve difficulties and shortcomings arising at the grassroots level.
