Tax Industry Transforms: Streamlining the apparatus, promoting digital transformation
At the Conference to review the first 6 months of the year and deploy tasks for the last 6 months of the year of the Tax sector on the afternoon of July 10, the leader of the Tax sector said: Implementing Resolution 18-NQ/TW of the Party Central Committee on streamlining the organization of the political system, the Tax sector has proactively rearranged the entire structure towards reducing focal points and intermediary levels, increasing decentralization and delegation of authority to local agencies.
The Tax sector has identified digital transformation as a pillar of reform for the sector. In the first 6 months of 2025, the entire sector has actively implemented Decision 06/QD-TTg and Resolution 66/NQ-CP to develop a citizen identification database, abolish 30% of unnecessary business conditions and cut administrative procedure compliance costs.
The one-stop mechanism, smart tax system and automatic personal income tax refund have been put into operation, helping people complete tax procedures with just a few online steps, without having to go to the tax office as before.
In particular, the virtual tax assistant system operates 24/7, the tax settlement declaration suggests errors, the tax debt enforcement system is automatic and connects with the Ministry of Public Security and banks to temporarily suspend exit and freeze electronic accounts.
The eTax Mobile application integrated with VNeID is also being widely deployed, facilitating people to pay taxes anytime, anywhere. At the same time, the Tax sector is pioneering the application of artificial intelligence (AI) in debt management, risk analysis, revenue forecasting, and planning.
In the field of electronic invoices, Decree 70/2025/ND-CP amending Decree 123/2020/ND-CP has created a more favorable legal basis for businesses to issue invoices. By the end of June 2025, 238,942 establishments had registered to use electronic invoices from cash registers; in the first 6 months of the year alone, 145,929 establishments had newly registered, of which 45,247 households doing business under the contract method had revenue of 1 billion VND or more.
Total budget revenue in the first 6 months of 2025 is estimated at VND 1,180,967 billion, equal to 68.7% of the ordinance estimate and an increase of 34% over the same period in 2024.
Of which, 16/19 revenue items and all 20 regional Tax Departments increased compared to the same period. In 34 provinces/cities under the new structure, 31 localities collected over 55% of the estimate and 33 localities had high growth rates such as Hanoi , Ho Chi Minh City, Hung Yen, Nghe An, Bac Ninh, Lang Son, etc.
An important bright spot is that revenue from e-commerce and the digital economy reached VND98,000 billion, up 58% over the same period, thanks to tightening declaration, risk management and improving tax refund procedures.
Notably, the Tax sector has implemented many modern solutions to simplify procedures, shorten processing time, and enhance transparency. Since the beginning of the year, Decision 108/QD-TCT on the automatic tax refund process has officially taken effect.
Value added tax refunds reached VND 74,084 billion (up 17% over the same period); personal income tax refunds via automatic methods reached VND 1,253 billion, of which the State Treasury disbursed VND 1,147 billion, equivalent to 92% of the orders sent.
The Tax Department has conducted 26,290 inspections, equal to 39.1% of the annual plan and 109.2% compared to the same period. The amount of proposed handling is VND 28,430 billion (up 32%), including: VND 8,314 billion in increased revenue; VND 1,190 billion in reduced deductions; VND 18,925 billion in reduced losses.
The nationwide electronic tax debt enforcement system has helped to collect more effectively. In the first 6 months of the year, the Tax sector recovered 43,109 billion VND in tax debt, of which 40,292 billion VND was through debt management measures and 1,989 billion VND was through enforcement.
The industry also coordinates with the Ministry of Public Security and banks to retrieve accounts, promptly handle cases of deliberate procrastination and absconding, ensure strictness and protect national revenue.

Determined to exceed budget estimates, playing a pivotal role in increasing budget revenue
According to Deputy Minister of Finance Cao Anh Tuan, in the first 6 months of 2025, economic growth reached 5.52%, with the second quarter alone increasing by 7.96% - a spectacular growth rate in the context of many fluctuations in the global economy. In particular, with the synchronous and effective implementation of tax solutions, total budget revenue in the first 6 months of the year increased sharply compared to the same period.
The Ministry of Finance's leaders analyzed that although it does not directly make policies, it is still assigned to preside over the implementation of many important projects. Of the 15 assigned projects, 10 have been completed, including 7 decrees and 3 circulars. In particular, the Tax Department has submitted a proposal to amend the Law on Tax Administration and the National Assembly Standing Committee has agreed to include it in the law-making program, expected to be submitted to the National Assembly for approval at the end of the year.
Regarding support for people and businesses, the Tax sector has coordinated to propose solutions to exempt, reduce, and extend taxes with a total value of over 120,000 billion VND.
In digital transformation, the industry has integrated public services into the National Public Service Portal, completed the industry data platform, deployed a business household database with 136,000 additional households. At the same time, 87,000 households have been converted to tax declaration, 700,000 households have been processed with revenue and fines of about VND 1,300 billion - creating the foundation for eliminating the contract form from January 1, 2026 according to Resolution 68.
Inspection and examination work also achieved good results. Although the inspection function was suspended from June 1, the industry still conducted 26,000 inspections, reaching 39.1% of the plan, contributing to increasing revenue by VND8,300 billion and reducing losses by VND19,000 billion. Inspection of related-party transactions alone collected an additional VND600 billion, adjusting taxable income up by VND5,000 billion.
One of the most notable milestones is that the Tax sector has completed the restructuring of its apparatus into a three-tier model in 34 localities, cutting more than 4,000 units. From July 1, the new organizational model was officially implemented. The coordination between the tax agency and local authorities, especially at the commune/ward level, is considered favorable and effective.
Deputy Minister Cao Anh Tuan emphasized that the task for the last 6 months of the year is to maintain the GDP growth target of 8% or more. According to Resolution 124 and Official Dispatch 104 of the Prime Minister, the Ministry of Finance must ensure an increase in budget revenue of over 20% in 2025.
"In particular, the Tax sector must promote its role as a pillar of budget collection, contributing to "shouldering" the assigned goals," said Deputy Minister Cao Anh Tuan.

Emphasizing the need for comprehensive tax management reform, Deputy Minister Cao Anh Tuan said that a top priority is to comprehensively amend the Law on Tax Administration. In addition, the Tax sector will also closely coordinate in developing the Law on Personal Income Tax, the Decree on Corporate Income Tax, and tax policies for business households and micro-enterprises, especially in line with the orientation in Resolution 68. Towards the 80th anniversary of the establishment of the Finance and Tax sectors (September 10, 1945 - September 10, 2025), the leaders of the Ministry of Finance have high expectations for the breakthrough of the Tax sector.
"The entire industry launched a competition to successfully complete the 2025 tasks, with the goal of increasing budget revenue, while calling for the spirit of innovation, maintaining discipline, and wholeheartedly serving the people and businesses - true to the role of the national budget pillar," Deputy Minister Cao Anh Tuan called.
Receiving the instructions, Director of the Tax Department Mai Xuan Thanh said that the Tax sector identified 9 key tasks.
That is, the whole industry needs to make efforts to complete the budget collection task, aiming to exceed 25%; it is necessary to well implement the three-level tax model in accordance with regulations, ensuring smooth operation; build and promote the completion of the new Tax Administration Law project, and participate in other laws such as personal income tax, land, and related-party transactions; focus on building and deploying a new IT system, ensuring operation from October 2026; the whole industry needs to make efforts to implement Resolution 68, focusing on eliminating lump-sum tax, switching to declaration with 100% of households having electronic invoices from 2026; it is necessary to apply the mechanism of taxpayers evaluating civil servants through transactions; review and cut at least 45% of administrative procedures; the Tax sector needs to comprehensively innovate the way of forecasting and building budget estimates; the tax authority needs to build 4 platforms (Leadership direction; commitment to support taxpayers; inter-sectoral coordination; improving internal capacity).

"We need to determine that from a management agency, we must become a servant of the people. Civil servants will be retrained if they are rated low by taxpayers. Many training courses will be organized to standardize the capacity and skills of the frontline team," Director Mai Xuan Thanh instructed tax officials.
The head of the tax industry also said that the tax authority will strengthen coordination with the police, immigration agencies, the Ministry of Finance, and departments to implement Project 06, develop AI, chatbots, and virtual assistants to serve taxpayers.
Also on the afternoon of July 10, the Tax Department held a conference on advanced models for the 2021-2025 period, towards the 80th anniversary of the Traditional Day of the Vietnamese Tax Sector (September 10, 1945 - September 10, 2025). The conference was held online, connecting 385 points nationwide.
Over the past 5 years, the Tax sector has been honored to receive hundreds of noble awards from the Party, State and Government, including 3 First Class Labor Medals, 80 Emulation Flags from the Ministry of Finance and hundreds of certificates of merit at all levels.

This is not only a testament to the silent and persistent dedication, but also a driving force for the Tax sector to continue to rise, overcome all challenges, and affirm its position in the cause of building a modern, transparent and sustainably developed national finance.
