Many targets were exceeded.

In the first four months of 2024, the Department of Natural Resources and Environment of Binh Dinh province completed 5 out of 22 key tasks for the 2024 annual plan, while also implementing 135 out of 150 regular tasks assigned by the Provincial People's Committee (the remaining tasks are within the processing deadline). Administrative procedure reform and the application of information technology were strengthened, with online applications reaching 72.7% (provincial target: 60%); online payments reaching 78.3% (provincial target: 55%); and digitization of application components and results of administrative procedures reaching 98.8% (provincial target: 90%). The rate of solid waste collected in urban areas reached 89.12% (target: 90-95%).

In addition, the province completed the appraisal and submitted to the Provincial People's Committee for approval the 2024 land use plan for 11 districts, towns, and cities, and advised the Provincial People's Committee to submit the province's 5-year land use plan (2021-2025) to the Ministry of Natural Resources and Environment for appraisal... Through these efforts, the province's state management of natural resources and environment has made significant progress, contributing to the province's socio-economic development.

In light of these positive results, the Chairman of the People's Committee of Binh Dinh province, Pham Anh Tuan, acknowledged and highly appreciated the efforts of the officials, civil servants, and employees of the Department of Natural Resources and Environment in contributing to the province's development in the past period.

In addition, the Chairman of the People's Committee of Binh Dinh province also pointed out some shortcomings and limitations such as: the slow implementation of some tasks in the fields of environmental protection and mineral resources; some units, organizations, and individuals have not complied with regulations on mineral exploitation and environmental protection but have not been thoroughly dealt with; the rate of waste collection and treatment in areas, especially in rural areas, is still low; environmental management in industrial zones, clusters, craft villages, urban wastewater, and livestock farming environments is still limited, etc.

Focus on mineral resource management.

The Chairman of the People's Committee of Binh Dinh province requested the Department of Natural Resources and Environment to proactively coordinate with relevant functional agencies and localities to strengthen inspection and supervision to rectify mineral exploitation activities in the province; to coordinate with judicial agencies to propose handling cases of violations according to the law; to propose to the Provincial People's Committee to revoke mineral exploitation projects that violate regulations; cause environmental degradation; projects that have expired; and projects that have not fulfilled their financial obligations to the state (owing deposits, licensing fees, various taxes, etc.) according to current laws; and at the same time, not to consider or propose granting mineral exploitation licenses or extending licenses for cases that have not fulfilled their financial obligations to the State.

The Chairman of the People's Committee of Binh Dinh province requested further strengthening of mineral resource management.

Actively coordinate with relevant agencies to issue written notices and requests to businesses operating in the province to seriously implement all environmental protection measures, ensure load limits during mineral transportation and mining operations; seriously deploy the installation of weighing stations and surveillance cameras to connect with relevant agencies and the People's Committees of districts and communes where mines are located for monitoring and management according to regulations. Seriously carry out the work of statistical and inventory work of mineral reserves; periodically, on a monthly basis, compile, calculate, and update data in books and documents to declare the production volume for mineral resource tax calculation and determine the annual mining output in the periodic mineral mining report to be submitted to the Tax Authority according to the law,... Strictly and resolutely handle cases of procrastination and non-compliance with the above contents according to current legal regulations.

Mr. Pham Anh Tuan also requested the Inspection Team for riverbed sand mining activities in the province to urgently compare and review the licensed reserves, area, and depth of mining... including information reflected in traditional media regarding mineral mining activities; strictly handle violations according to current laws; and report the results to the Provincial People's Committee in May 2024.

The Department of Natural Resources and Environment needs to strengthen the application of technology and digital applications for remote inspection and monitoring in post-inspection work; proactively coordinate with the Department of Information and Communications and other functional agencies to urgently complete the mineral exploitation monitoring system with cameras (capable of counting, controlling and statistically analyzing the number of vehicles; summarizing the volume of exploitation, etc.) connected from mining areas to functional agencies and district and commune People's Committees to serve management and inspection work in order to detect, prevent and promptly handle cases of exploitation exceeding capacity, not in accordance with the prescribed location, area and time.

Regarding environmental protection, Mr. Pham Anh Tuan instructed the Department of Natural Resources and Environment to take the lead, in coordination with the Department of Industry and Trade and the People's Committees of districts, towns, and cities, to require industrial cluster infrastructure investors to urgently invest in the construction of new or the upgrading and renovation of a comprehensive wastewater collection system (including both industrial and domestic wastewater), separating it from the rainwater collection and drainage system according to the roadmap approved by the Provincial People's Committee. In cases where industrial cluster infrastructure investors fail to comply with environmental protection regulations and requirements, they should advise and propose remedial measures and report to the Provincial People's Committee.

The Department of Natural Resources and Environment develops plans, organizes inspections and checks, and handles localized environmental hotspots; at the same time, it proactively guides localities to effectively implement environmental protection work in rural areas and craft villages under its management, especially in localities implementing new rural development, advanced new rural development, and model new rural development.
