When UNESCO representatives gave their approval to adjust the boundaries of the Phong Nha-Ke Bang National Park (Quang Tri province), a World Natural Heritage site, to include Hin Nam No National Park (Khammouane province, Lao PDR), a long journey of heritage dossier preparation was completed. This journey benefited greatly from the contributions of the Ministry of Culture, Sports and Tourism in drafting the relevant legal frameworks.
Associate Professor Dr. Le Thi Thu Hien, Director of the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism), said that in order to have a basis for managing world heritage sites, the Ministry has proactively domesticated and perfected legal documents related to world heritage activities in Vietnam, including world heritage sites located within Vietnam and in other countries (multinational heritage sites). Specifically, in 2024, the National Assembly officially passed the Law on Cultural Heritage, which includes regulations on the preparation of nomination dossiers, management, protection and promotion of the value of world heritage sites.

The multinational Vietnam-Laos UNESCO dossier is one of the proofs that the Ministry of Culture, Sports and Tourism is focusing on perfecting the legal framework. Minister of Culture, Sports and Tourism Nguyen Van Hung assessed: "The work of building and perfecting the institutional framework for culture has been emphasized, and the entire sector has strongly shifted its thinking from 'doing culture' to 'state management of culture,' approaching the orientation of cultural development governance."
According to the Ministry of Culture, Sports and Tourism, during the period 2021-2025, the Ministry spearheaded the development, promulgation, submission to competent authorities for promulgation, and completion of 122 legal documents. "To date, the system of legal documents in the field managed by the Ministry of Culture, Sports and Tourism is relatively complete…," the Ministry of Culture, Sports and Tourism stated.
According to Minister Nguyen Van Hung, a particularly noteworthy aspect of the legal framework is the National Assembly's approval of the National Target Program on Cultural Development 2025-2035. The Minister emphasized that one of the breakthrough tasks is the immediate implementation of the National Target Program on Cultural Development for the period 2025-2035 after the Prime Minister approves the investment.
Patriotic emulation in the next period
According to the Ministry of Culture, Sports and Tourism, at the 4th National Emulation Congress of the Ministry of Culture, Sports and Tourism - 2025 (scheduled to take place on September 25th), the Ministry will select over 300 delegates who are outstanding examples in various fields of work. The Ministry of Culture, Sports and Tourism highly appreciates the positive impact and effects of the emulation movement on the development of the industry and the country. Therefore, the Ministry has also set early directions for the patriotic emulation movement for the period 2025 - 2030.
Accordingly, the Ministry of Culture, Sports and Tourism stated: "In the 5-year socio -economic development plan for 2026-2031, the sector will continue to affirm its position, contributing to increasing the nation's 'soft power' and promoting cultural resources."
