According to the Department of Planning and Finance (Ministry of Construction), by the end of July 2025, the disbursement result of the entire Ministry is estimated at about 28,383 billion VND, reaching nearly 33% of the plan assigned by the Prime Minister . Many investors and Project Management Boards have positive disbursement results, with Project Management Board 6 alone disbursing more than 300 billion VND more than the registered plan.

However, through the results of checking the disbursement work at 16 important and key projects of 6 Project Management Boards under the Ministry, combined with monitoring the monthly disbursement results, some Project Management Boards are still disbursing slower than planned.

Disbursement plan is not close to reality

For example, Project Management Board 85 (in charge of 4 projects including Hoai Nhon - Quy Nhon; Quy Nhon - Chi Thanh; Bien Hoa - Vung Tau Expressway Project and Dai Ngai Bridge Construction Project) is 45% - 26% behind in disbursement for each project, with the Dai Ngai Bridge project disbursing ahead of schedule.

Or like Project Management Board 6 (in charge of the two projects Vung Ang-Bung and Bung-Van Ninh expressway projects) disbursement only reached 33% of the plan (47% slow for the Bung-Van Ninh project and 76% slow for the Vung Ang-Bung project).

The Ho Chi Minh Road Project Management Board (in charge of 4 projects including the component project (DATP) Van Ninh - Cam Lo section; Rach Soi - Ben Nhat, Go Quao - Vinh Thuan project; DATP Hoa Lien - Tuy Loan section and Cho Chu - Trung Son Intersection project) has 2 projects that are implemented ahead of schedule and 2 projects that are implemented behind schedule. The total disbursement rate is about 93.3%, 6.7% behind the registered plan.

Synthesizing the causes, the Department of Planning and Finance determined that the slow disbursement of project management boards was due to: many price reductions during bidding leading to a reduction in spending tasks; negative price slippage or the price slippage index has not been determined leading to excess demand due to not using the reserve; continued reduction of 2% VAT; reduction of site clearance costs compared to the original plan; some projects have reduced planned demand after finalization and settlement of all debts; investors must approve adjustments to the budget and payment deductions according to the conclusion of the audit; the progress of some projects is slower than required leading to the inability to disburse the entire assigned plan.

In addition, some projects/items are fully planned to be completed in 2025 but have a high risk of not being completed or not fully disbursed according to the planned plan, and may have to be extended to 2026, such as: Cao Bang City bypass; Upgrading and expanding National Highway 14B Da Nang; Upgrading and upgrading National Highway 14E Da Nang; Upgrading National Highway 8C Ha Tinh; Upgrading National Highway 2 Phu Tho.

Investors need to take advantage of favorable weather, work overtime, increase shifts, and work in phases to speed up progress to complete projects as required.

To meet the requirements in disbursement, the Ministry of Construction has directed project investors to continue to accelerate progress to compensate for delayed construction volumes, ensuring the completion of projects according to the directed schedule; Immediately deploy site clearance and resettlement work for the Lao Cai - Hanoi - Hai Phong railway project, the high-speed railway on the North - South axis to disburse to compensate for projects with excess capital...

Investors need to take advantage of favorable weather, work overtime, increase shifts, and work in shifts to speed up progress to complete projects as required.

Investors must also closely coordinate with localities to thoroughly resolve problems that have prolonged site clearance work and material supply, especially speeding up the completion of payment acceptance procedures for completed volumes and site clearance cost items to disburse funds to fully offset the slow disbursement of capital in the remaining months.
