Decisive leadership, early action
It was not until this year that the health sector started implementing electronic medical records (EMR), but since Circular 46/2018/TT-BYT (issued on December 28, 2018), the sector has deployed this content to medical units in the province. At that time, the general implementation roadmap nationwide was divided into 2 phases: From 2019 - 2023, hospitals of class I and above proactively deployed EMR; other facilities, depending on conditions, deployed when meeting requirements. Phase 2 from 2024 - 2028, all medical examination and treatment facilities nationwide must deploy EMR. Regarding this content, the Prime Minister and the Ministry of Health later also issued many directive documents.

Notably, recently, on March 14, the Prime Minister issued Directive No. 07/CT-TTg on "Promoting the implementation of the project to develop applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in ministries, branches and localities in 2025 and the following years". In particular, the Prime Minister assigned the Ministry of Health to direct and urge 100% of hospitals nationwide to deploy electronic medical records; connect data between district and provincial hospitals of localities with hospitals under the Ministry of Health, take advantage of connected data to reduce testing for people, to be completed in September 2025.
Accordingly, to accelerate the implementation of electronic medical records, Minister of Health Dao Hong Lan requested medical examination and treatment facilities nationwide to deploy electronic medical records and electronic health books integrated on the VNeID application before September 30, 2025.
This can be considered an important step to create momentum, helping medical facilities initially get acquainted with many stages in the EMR implementation process, such as: integrating and synchronizing medical data to the healthcare industry data axis; a part of the work records has been processed in the network environment...
From May 7, 2025, Phuong Bac General Hospital officially put into use electronic medical records. After electronic medical records are put into use, patient information such as: medical examination, treatment (KCB), X-ray, surgery... of patients at the hospital are all digitized and stored scientifically.
Dr. Hoang Van Hai - Head of the General Planning - Quality Management Department of Phuong Bac General Hospital said: The application of electronic medical records marks an important step in the hospital's comprehensive digital transformation roadmap, contributing to improving the quality of patient record management, optimizing the medical examination and treatment process and minimizing administrative procedures. With electronic medical records, all medical examination and treatment information of patients will be stored centrally, synchronized and secured on the system, helping doctors easily look up, monitor medical history and provide more effective and accurate treatment regimens. Patients also enjoy many benefits such as: No need to bring documents when returning for a check-up; saving waiting time; connecting data with other health insurance units. The implementation of electronic medical records is a testament to Phuong Bac General Hospital's continuous innovation efforts in improving service quality, contributing to the health sector in the journey of national digital transformation.
Together to overcome difficulties
The province currently has 17 medical examination and treatment units, including 3 private units. Up to now, 2 units have deployed electronic medical records, namely Chiem Hoa District Medical Center and Phuong Bac General Hospital. 2 units have completed the dossier and are expected to deploy in June, namely the Provincial General Hospital and the Traditional Medicine Hospital. Currently, the units are making efforts to achieve the goal of all medical examination and treatment facilities deploying electronic medical records by September 30, 2025.
In 2020, the Provincial General Hospital began to survey and prepare conditions for implementing electronic medical records. Since the beginning of the year, the hospital has completed the conditions and started operating the electronic medical record implementation process. After optimizing the process, the Provincial General Hospital has assessed and prepared to announce electronic medical records to replace paper medical records. This is the third hospital in the province to complete the conditions to prepare for implementing electronic medical records.
Dr. Nguyen Hung Dao, Director of the Provincial General Hospital, said: The hospital has carefully prepared the conditions of facilities, information technology infrastructure, and hospital software. The hospital is now ready for the announcement of electronic medical records and can eliminate paper medical records.
Dr. Ngo Van Hoan, Director of the Traditional Medicine Hospital, affirmed: As one of the two hospitals that the appraisal council unanimously assessed as meeting the standards for implementing electronic medical records, the hospital identified the implementation of electronic medical records as one of the key tasks to innovate working methods, modernize medical examination and treatment, and move towards building a smart hospital and digital transformation of the industry. In the past time, the hospital, with the active support of the software supplier, has made efforts to implement many key tasks to implement electronic medical records.
With the determination that by the end of September 2025, all hospitals in the province will complete the implementation of electronic medical records, the Department of Health of Tuyen Quang province requires hospitals to prioritize resources and focus on conditions to carry out this key task. According to Dr. Nguyen Thanh Hung, Director of the Department of Health: The Department has issued a document directing medical facilities in the whole sector to assess the current situation of implementing electronic medical records up to this point; inviting experts to organize conferences to share experiences in implementing electronic medical records from units nationwide, as well as units that have completed electronic medical records in the province. The Department of Health also organizes a team to monitor, supervise and urge units to strictly implement the task of implementing electronic medical records.
When electronic medical records are deployed simultaneously at all medical examination and treatment facilities, it will create a big step forward in the digitalization of the healthcare sector, improve treatment quality, reduce administrative burden, and ensure data connectivity to better serve patients in the digital transformation era.
