From August 1, 2024, Van Yen District Medical Center has officially deployed the use of electronic medical records to replace traditional paper medical records. This is an important step in the process of digitizing medical examination and treatment activities to improve the quality of medical services, management, storage and exploitation of medical record information to serve patients. At the same time, it improves the quality of medical examination, treatment, service quality, saves costs, and shortens the waiting time of patients. Specialist Doctor I Nguyen Manh Tiep, Head of General Surgery Department, Van Yen District Medical Center said: When implementing Electronic Medical Records, it has brought many benefits to the people. When going to the clinic, people do not have to bring any documents, we can check on the software, the patient's medical examination and treatment history is also shown on it. For doctors, we can access medical records anywhere with internet and give accurate instructions. It also reduces time and extracts statistical data for reporting on the software.
Along with that, Van Yen District Medical Center has deployed interconnection, digitally signing driver's health certificates, birth certificates, death certificates to the Health Insurance Assessment Portal system; paying for medical examination and treatment services without cash; deploying the Teleheath remote consultation and treatment system. Deploying the electronic health record system at 23 commune and town health stations and 2 regional general clinics... Specialist II Doctor Vuong Ngoc Bien, Deputy Director of Van Yen District Health Center, Yen Bai province said: In the coming time, Van Yen District Health Center will also connect with the Yen Bai province health sector and provincial hospitals to get common data of the whole sector. Along with that, connecting between health centers and provincial general hospitals will make it easier to consult or ask for opinions. Directing to commune health stations to integrate data of commune health stations and health centers. When patients come for medical examination, they can look up information. Currently, the connection of PACS with HIS software has been connected at the Medical Center. In the future, it will be connected with provincial hospitals so that data can be transmitted conveniently and consultation with experts at higher levels will be sought, contributing to improving the quality of medical examination, treatment and care at Van Yen District Medical Center.
As a Grade 1 provincial hospital, operating with a scale of 750 beds, Yen Bai Provincial General Hospital receives and treats an average of 1,200 - 1,500 patients per day. Leading the digital transformation in management and medical examination and treatment activities, the hospital has performed medical examination and treatment using chip-embedded CCCD and used VssID instead of presenting the usual health insurance card. Thereby contributing to shortening waiting time and creating convenience in the medical examination and treatment process.
Along with that, the hospital has deployed a "Smart Pharmacy Counter" to help the drug dispensing process be quick, accurate, and reduce waiting time for patients. Patients only need to give their prescriptions, the pharmacy staff scans the prescription code, then the system recognizes the prescription, performs the prescription approval on the software, and then sends a signal to the smart pharmacy counter. At this time, the drugs in the prescription will light up so that the staff can recognize and get the correct prescription. Pharmacist Nguyen Thi Hong Giang, Pharmacy Department, Yen Bai Provincial General Hospital said: Since deploying the Smart Medical Management Pharmacy Counter, it has helped pharmacists dispense health insurance drugs quickly, neatly, accurately, and effectively. Normally, the health insurance pharmacy dispenses from 400 to 500 patients every day. Previously, it was difficult because of having to check the drugs, look for the correct prescription, which was time-consuming. Now, just type in the prescription and it will appear clearly to get the medicine for the patient.
Applying IT and digital transformation in operations, Yen Bai General Hospital has put electronic medical records into use since 2022 and is one of the first 35 hospitals in the country to be recognized and announced by the Ministry of Health to complete electronic medical records. In addition, the hospital also applies the medical image archiving and transmission system (PACS) in diagnostic imaging. Strengthening the application of artificial intelligence (AI) in medical examination and treatment; implementing VR (virtual reality) projects; developing multi-channel (Omni - channel) to interact with patients and provide services such as: Quick appointment booking, online access to medical records, sending requests and providing real-time support. Deploying online training and applying Telemedicine in D2D form (doctor to doctor). Implementing digitalization of records and documents at the Hospital, the synthesized data forming Big data is effectively exploited, helping patients easily access records and personal health information. At the same time, early implementation of non-cash payment methods, online payment in many forms, contributing to simplifying administrative procedures, saving management costs and shortening the payment process for patients. Thereby contributing to improving patient satisfaction when coming to the hospital. Dr. Tran Lan Anh, Director of Yen Bai Provincial General Hospital, said: The application of IT and digital transformation has greatly helped hospital management according to the system management method, helping to reduce wasteful costs and manage the quality of services provided to people, including high-quality services that require large resource coordination. Identifying the protection and care of people's health as one of the top important political tasks; the application and development of IT to serve digital transformation is an important part contributing to the construction of a modern, high-quality, fair, effective, and integrated health system. In recent years, the health sector has strongly and comprehensively deployed digital transformation at all health facilities in the sector. This includes implementing document management and electronic operations, integrating digital signatures in sending and receiving electronic documents; operating and exploiting specialized software to serve professional work. 100% of medical examination and treatment facilities have deployed software to manage medical examination and treatment information in professional work (HIS), laboratory information management system (LIS), PACS image diagnosis and storage system. The whole province has had 6 units successfully announce electronic medical records. 10 units participate in the "remote medical examination and treatment" project. 198/198 medical examination and treatment facilities have implemented examination and treatment using chip-embedded CCCD and VNeID application. 100% of medical facilities implement cashless payment for medical services. Maintain the implementation of data connection of birth certificates, death certificates, and driver's health examination certificates according to Project 06 of the Government.
In addition, the provincial health sector has linked medical examination and treatment data to the appraisal system of Vietnam Social Security to deploy electronic health books for integration on the VNeID application; deploying a medical staff map system and an ambulance map integrated on the YenBai-S application. At all health stations in the province, medical statistics software, medical examination and treatment software, infectious disease management, non-communicable disease management, HIV, reproductive health, population, expanded immunization... are being effectively deployed to support the work of monitoring, managing subjects, and managing people's health. Specialist Doctor II Nguyen Trung Hieu - Deputy Director of the Department of Health shared: In the coming time, we will promote the deployment of electronic medical records throughout the sector and expect to reach 100% in the next phase. At the same time, we will build a common data warehouse for the entire health sector. We will apply artificial technology to predict disease situations and predict the future development of the industry; continue to review and implement administrative procedures at level 3 and level 4 on the public service portal.
The efforts in digital transformation have helped the provincial health sector save time, human resources, improve efficiency, shorten medical examination and treatment time, reduce administrative procedures, and aim for patient satisfaction.
