Accordingly, on June 28, 2023, the Supervisory Delegation - Provincial People's Council issued Report No. 168/BC-DGS on the results of the thematic supervision of the Standing Committee of the Provincial People's Council on "Administrative reform work in Nghe An province in the period of 2020-2022". Based on the assessment of the achieved results and the shortcomings and limitations in the province's administrative reform work in the period of 2020-2022, the Provincial People's Committee developed a plan to overcome the limitations and shortcomings to improve the quality of administrative reform work in the province in the coming time.
The purpose of the plan is to propose solutions to promptly overcome shortcomings and limitations in administrative reform work in the province according to Report No. 168/BC-DGS dated June 28, 2023 of the Standing Committee of the Provincial People's Council on "Administrative reform work in Nghe An province in the period of 2020-2022"; Enhance the responsibility of leaders at all levels, sectors and cadres, civil servants and public employees in implementing administrative reform work; Overcome bottlenecks and bottlenecks in administrative reform work to create the best conditions for people and businesses in implementing administrative procedures, improve the service quality of state administrative agencies.

The Provincial People's Committee requests departments, branches, sectors, units and localities to uphold their sense of responsibility and immediately rectify and overcome the shortcomings and limitations pointed out in Report No. 168/BC-ĐGS dated June 28, 2023 of the Standing Committee of the Provincial People's Council on "Administrative reform work in Nghe An province in the period of 2020-2022".
The plan also sets out specific tasks and solutions as follows:
1. Administrative reform direction and administration
- Continue to promote the role and responsibility of the heads of agencies, units and localities in leading and directing administrative reform work. For agencies and units that still assign deputy heads to be in charge of administrative reform work, urgently reassign tasks to comply with the direction of the Chairman of the Provincial People's Committee in Directive No. 08/CT-UBND dated February 4, 2021; strictly implement the direction of the Prime Minister in Official Dispatch No. 280/CD-TTg dated April 19, 2023 on rectification and strengthening of responsibility in handling work of ministries, agencies and localities; Notice No. 169/TB-VPCP dated May 5, 2023 of the Government Office on the conclusion of the Government's Steering Committee for Administrative Reform at the fourth meeting on April 19, 2023;
- Innovate the form and content of propaganda, assign specific responsibilities, coordinate smoothly and responsibly among agencies and units in administrative reform propaganda;
- Enhance the effectiveness of coordination between agencies and units in implementing tasks and contents in administrative reform work, promote the spirit of dynamism, creativity, good initiatives, and new ways of doing administrative reform work;
- Strengthen leadership and direction to effectively implement inspection and supervision of the implementation of administrative reform tasks; review and overcome shortcomings and limitations after supervision and inspection, and strictly handle violations.
2. Institutional reform
- Improve the quality of consulting on the development and promulgation of legal documents, ensuring quality in accordance with legal regulations and in accordance with practice; allocate adequate resources to implement legal documents after promulgation;
- Regularly check, review and process legal documents to ensure compliance with legal regulations to serve state management work. Timely handle legal documents that are beyond authority, contrary to legal regulations, and have errors in format and technical presentation of documents. Ensure proper procedures for drafting and promulgating legal documents according to legal regulations.
3. Administrative procedure reform
- Fully and promptly publicize administrative procedures announced by the Chairman of the Provincial People's Committee, ensuring that 100% of administrative procedures under the authority of settlement are fully and properly publicized at the places of receiving and settling administrative procedures, on the Portal/Electronic Information Page (TTĐT) of agencies, units and localities;
- Continue to review and evaluate administrative procedures, recommend competent authorities to abolish unnecessary, illegal and unreasonable administrative procedures; reduce and simplify the components of records, procedures, and time to handle administrative procedures, focusing on a number of key areas: Investment, land, construction, natural resources and environment, tax, customs, health ... especially administrative procedures directly related to people and businesses; strengthen measures to guide, support and advise organizations and individuals in handling administrative procedures;

- Promote propaganda work and deploy solutions to increase the rate of submitting administrative procedure settlement applications via online public services;
- Organize inspection, supervision, assessment of the situation and quality of compliance and application of administrative procedures under the one-stop mechanism and the interconnected one-stop mechanism at agencies and localities; pay attention to allocating resources to serve the reform of administrative procedures at agencies and units.
4. Reforming the state administrative apparatus
- Review and advise the Provincial People's Committee to promptly promulgate regulations on functions, tasks, powers, and organizational structure of state administrative agencies according to the Government's Decree and guiding Circulars of the Central Ministries and branches in conjunction with the implementation of the Project and Plan to implement the Central Resolution 6 (term XII) of agencies and units approved by the Provincial Party Committee and Provincial People's Committee;
- Continue to direct the completion of regulations on assignment and decentralization, promote supervision, inspection and examination after assignment and decentralization.
5. Reform of the civil service and civil servant system
- Strictly implement discipline and administrative discipline of cadres, civil servants and public employees. Arrange civil servants and public employees according to job positions and approved civil servant rank and professional title standards;
- Strengthen inspection activities to rectify discipline and administrative order, promptly handle violations of standards of conduct, communication attitudes, regulations, and working hours. Detect and strictly handle cases of officials, civil servants, and public employees violating public ethics;
- Direct the implementation of the set of criteria for annual assessment and classification of cadres, civil servants and public employees approved under Decree No. 90/2020/ND-CP dated August 13, 2020 of the Government on assessment and classification of the quality of cadres, civil servants and public employees;
- Direct the effective implementation of the staff streamlining policy according to Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government. For units implementing the staff streamlining policy that are still behind schedule, it is necessary to urgently complete it according to the set plan.
6. Public finance reform
- Effectively implement the mechanism of autonomy and self-responsibility in state administrative agencies, public service units, and public science and technology organizations according to Government regulations;
- Ensure timely progress of disbursement of public investment capital in many sectors, localities and units according to regulations;
- Regularly urge and inspect the implementation of recommendations after state inspections, examinations, and audits of finance and budget for agencies and units; strengthen inspection and correction of violations in management and use of administrative management funds at local administrative agencies at all levels.
7. Building and developing e-Government and Digital Government
- Resolutely and effectively lead and direct digital transformation in state administrative agencies in Nghe An province according to the issued plan;
- Continue to deploy e-government architecture, apply IT to serve management, direction, operation and implementation of public duties and tasks to ensure consistency at all levels in 2023;
- Continue to direct the synchronous implementation of IT application, improve the quality of public service provision to better serve people and businesses; promote IT application within agencies and units.
