SPECIAL FEELINGS
It is these invisible connections, like an arrangement of history, that bring special emotions to the children of Nghe An by the Lam River when coming to the once-famous land of Pho Hien by the Red River, heavy with alluvium.
Van Noi village, Hong Tien commune, Khoai Chau district, is home to the temple of Mrs. Hoang Thi Loan - the mother of President Ho Chi Minh, built in the traditional style. According to the female tour guide, this small village is the birthplace of the famous Hoang family with 18 generations of Dukes. In the 6th generation, there was Thai Pho Hong Quoc Cong Hoang The Kieu (1540 - 1587), a military officer of the Le Dynasty, who was appointed General and assigned to guard Nghe An.

Mr. Hoang The Kieu was also the first person to lay the foundation for the Hoang family to establish a career in Nghe An. His descendant was Mr. Hoang Xuan Duong in Hoang Tru village, Kim Lien commune, Nam Dan district, the father of Mrs. Hoang Thi Loan - the mother of President Ho Chi Minh.
Hung Yen is also honored and proud to have welcomed Uncle Ho to visit 10 times. The President Ho Chi Minh Memorial House in Hung Yen City used to be the headquarters of the Hung Yen Provincial Administrative Committee, built in 1956, before being converted into a Memorial House in 1973. On January 5, 1958, during his visit to Hung Yen, Uncle Ho took a nap at this house.

Based on the similarities, especially the historical connection, the leaders of Nghe An and Hung Yen provinces in official meetings or on the sidelines have repeatedly affirmed that there are very special feelings between the two provinces.
Therefore, the recent signing of the Memorandum of Understanding on cooperation for the period 2023 - 2025 between the two provinces is very important and practical. This is considered an important milestone to further strengthen the close ties and good relationships between the Party Committees, Governments and people of the two provinces.

As Secretary of Hung Yen Provincial Party Committee Nguyen Huu Nghia believes, the meeting, exchange of experiences and signing of cooperation memorandum between the two localities: the beloved homeland of President Ho Chi Minh and his mother's homeland, will open a new chapter, enhancing the close relationship and special affection between the Party Committees, Governments and people of the two localities; at the same time, opening up many development opportunities, contributing to the overall development of the whole country.

Sharing the same view, Nghe An Provincial Party Secretary Thai Thanh Quy believes that the cooperation contents will be an important basis for the levels and sectors of the two provinces to organize and implement, thereby maximizing the potential and advantages of each locality and supporting and promoting each other for mutual development.
COLLABORATION ON 5 PILLARS
In the period of 2023 - 2025, Nghe An and Hung Yen determined to focus on promoting cooperation on 5 pillars. First of all, in the work of Party building and the political system such as: Exchanging experiences in concretizing and organizing the implementation of the Party's policies and guidelines; in innovating the Party's leadership and governance methods; exchanging, sharing, learning good experiences, new, creative and effective ways of doing things in building organizations, apparatus, and payroll; arranging, streamlining payroll, and streamlining the apparatus of the political system to operate effectively and efficiently.

In the field of culture and tourism, Nghe An and Hung Yen will cooperate in preserving and promoting the values of cultural heritage, historical relics, and the values of traditional craft villages associated with historical sites and typical tourist attractions. In the immediate future, they will support the collection and addition of documents and artifacts about the Hoang family in Nghe An and President Ho Chi Minh's mother to serve the exhibition at the Hoang Thi Loan Temple in Van Noi village, Hong Tien commune, Khoai Chau district.

The two provinces will also coordinate to promote and advertise cultural heritage; support tourism promotion, share information, experience and mechanisms and policies on developing typical cultural and tourism types and models, especially eco-tourism and cultural tourism; coordinate exchange activities, display typical intangible cultural heritage, tourism fairs in Nghe An and Hung Yen provinces to promote and promote tourism; along with that, support connecting tourism service businesses, connecting tours between the two localities;...
Nghe An and Hung Yen also cooperate in developing, producing, processing and consuming products, especially exchanging and sharing experiences in building and implementing mechanisms and policies for agricultural and rural development and building advanced new rural areas and model new rural areas; coordinating the organization of trade fairs in Nghe An and Hung Yen provinces with the participation of enterprises, cooperatives and production entities of the two localities to promote and boost trade.

In particular, investment attraction and urban development are areas where Nghe An and Hung Yen can coordinate to support each other's development. At the recent meeting, Comrade Tran Quoc Van - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province highly appreciated and hoped that Nghe An would exchange experiences in building mechanisms and policies in investment attraction; especially in building a competitive price framework for industrial park land rental in the province.
In addition, Nghe An and Hung Yen can also exchange experiences with each other in many other aspects of investment attraction such as: Site clearance, creating clean land funds to implement investment projects; planning, management, attracting investors to do business in infrastructure of industrial parks, industrial clusters and mobilizing ODA and FDI capital; experience in planning, management, attracting investors to develop large-scale, modern, ecological urban areas, industrial urban areas, services and social housing, workers' housing.

To make the relationship truly effective and substantive, on behalf of the Standing Committee of the Provincial Party Committee of each province, Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy and Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia agreed to assign the Standing Deputy Secretary of the Provincial Party Committee of each province to directly direct the contents according to the Memorandum of Understanding.
