Specifically, according to Plan No. 767/KH.UBND dated October 12, 2023, Nghe An Provincial People's Committee sets out the following main goals and tasks:
Purpose of request : To concretize the spirit of Resolution 48/NQ-CP of the Government ; considering the exploitation and sustainable use of resources and protection of the marine environment as the foundation and important resource for the socio -economic development of the province; exploitation and use of marine resources must be based on basic resource surveys, associated with modern science and technology, knowledge accumulated from the lives of coastal communities, ensuring the development of a blue marine economy .
Requesting departments, branches and People's Committees of coastal districts and towns to thoroughly grasp and synchronously and effectively implement the contents and objectives of this Resolution 48/NQ-CP and the Implementation Plan of the Provincial People's Committee; ensuring unified leadership, direction and administration of the Provincial People's Committee, close coordination between departments, branches and localities in identifying key and focal contents; specifying the objectives and solutions to implement Resolution 48/NQ-CP.
General objectives by 2030: Marine and island resources are exploited rationally, used effectively and fairly to serve socio-economic development associated with ensuring national defense - security, foreign affairs and international cooperation; marine environmental pollution is prevented, controlled and significantly reduced; marine and coastal biodiversity is protected, maintained and restored; impacts of natural disasters are minimized...
Effective response to natural disasters, climate change and rising sea levels is based on sustainable use of resources and protection of the marine environment, along with improving the capacity to forecast and warn of natural disasters, climate change and the impacts of rising sea levels. Basic surveys and basic marine scientific research meet the requirements of resource exploitation and use, marine environment protection, biodiversity conservation, conservation and promotion of marine cultural heritage values, and natural disaster prevention.
Specific goals by 2030: Marine and island resources are exploited reasonably and used effectively to rapidly and sustainably develop marine economic sectors, especially key marine economic sectors in order of priority in Resolution No. 12/NQ/TU dated April 20, 2023 of the Provincial Party Committee on strengthening the Party's leadership in implementing the Strategy for sustainable development of the marine economy to 2030, with a vision to 2045 in Nghe An.
Vision to 2050 : Marine and island resources are exploited reasonably and used effectively to make Nghe An a strong marine province on the basis of green growth, conserved biodiversity, clean marine and island environment, and society in harmony with nature.
The Provincial People's Committee has identified the following solutions: Prioritize dissemination, propaganda and information dissemination, and implementation of the Resolution; exploit and sustainably use marine and island resources. Accordingly, the province will divide the use of marine space; prioritize resources to promote activities of models of exploitation and use of resources effectively and environmentally friendly; create fundamental changes in management and synthesis; strengthen the application of international standards, norms and regulations on sustainable development of marine economic sectors; effectively implement international conventions and treaties signed by Vietnam; promote co-management of resources and environmental protection; protect the marine and island environment; conserve marine biodiversity and marine and island resources; respond to climate change and rising sea levels, etc.
Nghe An Provincial People's Committee assigns relevant departments, branches and People's Committees of coastal districts and towns to coordinate with ministries, branches and central agencies to implement approved projects and plans attached to Resolution 48/NQ-CP of the Government and effectively implement the Action Program issued with Plan 608/KH-UBND dated August 18, 2023 of the Provincial People's Committee Chairman on implementing Resolution 12/NQ-TU and List of 17 Tasks/Projects/Projects issued with Plan 767/KH-UBND dated October 12, 2023. Assign the Department of Natural Resources and Environment to urge and monitor the implementation of this Plan; annually report to the Provincial People's Committee./.
