On the afternoon of January 4, at a press conference on the socio-economic, security and defense situation in 2023, Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee, said that he would take steps according to the law to recover more than 10 billion VND wrongly spent on seconded teachers.
In 2012, to solve the shortage of specialists, Nghe An Provincial People's Committee issued Official Dispatch No. 6612/UBND-TH guiding the People's Committees of districts, towns... to second cadres and teachers from schools to work at the Department of Education and Training.
When working at the Department of Education and Training, in addition to their professional work, seconded teachers also directly teach training courses for education officials and train excellent students. After 6 months, those holding the positions of principal and vice principal will have their position allowance cut, but will still be paid teaching allowances (preferential allowances) and seniority allowances.
However, by 2018, Nghe An Department of Finance stated that the payment of preferential allowances according to Official Dispatch 6612/UBND-TH was no longer in accordance with Decision 42/2011/QD-TTg on preserving preferential allowances for teachers assigned to work in educational management, because this decision expired in 2015. On the other hand, Official Dispatch 6612 is not a legal document issued by the Provincial People's Committee but is only for guidance purposes. Therefore, the fact that districts and towns base on this Official Dispatch to assign and second civil servants to work at the Department of Education and Training and pay preferential allowances and seniority allowances is against regulations.
By June 14, 2023, the Department of Finance requested the People's Committee of Nghe An province to recover more than 10 billion VND in allowances that were paid in violation of regulations to 281 seconded cadres and teachers in 2021 and 2022.
