Patching the "loopholes" in the construction and land sectors
As one of 32 civil servants and public employees seconded to the grassroots in the second phase, from September 10 to now, Mr. Do Van Huy (born in 1978), Deputy Head of the Survey and Planning Design Department (Bac Ninh Center for Quality Control and Construction Economics No. 1) woke up earlier than usual to travel more than 15 km from his home in Da Mai ward to the People's Committee of Lang Giang commune to work. Overcoming initial difficulties, he quickly got into the rhythm of work when he was assigned to manage infrastructure projects in residential areas and social housing. Right in the first week of taking on the task, he directly researched and advised the leaders of the People's Committee of the commune to propose to the investor of the social housing project in the area to add a basement for parking.

Like Mr. Huy, in the first days of his assignment to Lang Giang commune, Mr. Tu Duc Hien (born in 1986), residing in Tan Tien ward, Deputy Head of the General Planning Department ( Bac Ninh Road Maintenance Management Board) also had to travel more than 10 km from home to the new workplace. With determination to practice and contribute, Mr. Hien arranged his family affairs reasonably, spending a lot of time on professional work. After more than 1 month of returning to the base (Mr. Hien was on assignment for the first time), along with receiving 53 transitional projects, he directly wrote investment policy reports for 3 new projects in the area.

“My working day usually starts at 7am with reviewing all the work being done, the things that need to be resolved during the day and usually ends after 6pm. Despite the large workload, with the support of local leaders and colleagues, I complete the assigned tasks well, contributing to removing the “bottlenecks” in investment project management in the area,” Mr. Hien shared.
From mid-August 2025 to present, the Department of Home Affairs has coordinated with relevant agencies and units to review and decide to second 3 batches with a total of 57 civil servants and public employees from provincial departments and public service units to communes and wards; of which 37 people have expertise in the field of construction, 20 people have expertise in land management. Promoting their strengths, professional capacity and sense of responsibility, as soon as they arrived at the grassroots level, the seconded officers quickly adapted to the new job, promptly patching up the "gaps" at the grassroots level. Having graduated from the major in Land Management (University of Natural Resources and Environment), having worked for nearly 3 years at the Department of Natural Resources and Environment of Thuan Thanh town (old), as soon as he received the decision to second to the People's Committee of Thuan Thanh ward, Mr. Vu Duc Hai (born in 1999), an official of the Bac Ninh Provincial Traffic and Agriculture Project Management Board No. 2, quickly started to carry out the task. Up to now, after 2 weeks of being seconded, Mr. Hai has reviewed and established 1 dossier for land use purpose conversion, 26 dossiers for first-time land use right certificates, of which 14 dossiers have been transferred to the tax authority to determine financial obligations. Comrade Nguyen Duc Kien, Chairman of the People's Committee of Thuan Thanh Ward, said: "As the central ward of Thuan Thanh town (old), Thuan Thanh Ward has many tasks related to the land sector, while the locality lacks civil servants with in-depth expertise in this field. With increased human resources, we have overcome the shortage in the field of land management, ensuring better service to the people."
"Arrow" hits two targets
Mobilizing and rotating cadres, civil servants and public employees is not a new thing but it is important at a time when the commune-level government has to carry out many tasks from the previous district level. Through assessment, although it is a new policy, this policy has been effective from the very beginning, both solving human resource difficulties for the commune level, improving the capacity to perform public duties and creating a training environment for cadres. It is noted that in Lang Giang commune, after having cadres on secondment, projects in the commune have been implemented effectively and on schedule.

Similarly, receiving two seconded officers with expertise in the field of project management and site clearance, the key tasks of Luong Tai commune are carried out more quickly and effectively. Up to now, the commune has completed the declaration of 3,994/7,800 households and individuals whose land area has been recovered to implement the Gia Binh International Airport project. Of which, a draft compensation plan for site clearance of about 446.7 hectares has been prepared with a total compensation and support budget of about 2 trillion VND. Mr. Nguyen Huu Tri, Vice Chairman of Gia Binh Commune People's Committee, said: "Although they have just received the task, the two comrades were seconded to the commune to support the locality in actively implementing the work of managing construction order and site clearance; the results have been clearly achieved after only a short time."
Along with the secondment from provincial departments and public service units to the grassroots level, the Department of Home Affairs has transferred 9 cases from surplus communes and wards to communes and wards lacking staff; and seconded 30 cases with suitable expertise from the Public Service Supply Center of communes and wards to work in civil servant positions. Thanks to that, up to now, 100% of communes and wards have had enough specialized staff in the field of construction and land management. According to the Department of Home Affairs, the transfer and secondment are not simply to overcome the shortage of specialized staff at the grassroots level, but also an opportunity for those on secondment to mature, and grassroots staff also have more conditions to learn and improve their qualifications.
Comrade Nguyen Van Cuong, Head of the Civil Servants and Public Employees Department (Department of Home Affairs) said: “The secondment period is 1 year but can be shortened if the commune or ward has qualified staff to receive and perform the work of the seconded staff. On the contrary, we will advise the leaders of the Department of Home Affairs to extend the secondment period in areas where there are no qualified civil servants to perform the tasks. This requires seconded staff not only to perform professional tasks but also to be responsible for guiding and supporting commune-level civil servants and public employees to approach the work, improve their professional qualifications, and meet the requirements of the tasks of the local government at 2 levels”.
