Resolution 57: Strategic breakthrough for Vietnam's digital future

To implement the contents of Resolution 57, the Government has committed to supporting telecommunications enterprises to invest in 5G network infrastructure, one of the pillars of national digital infrastructure.

Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is a document of strategic significance, providing long-term orientation for the process of transforming Vietnam's growth model, from relying on resources and cheap labor to relying on knowledge, innovation and technology.

Immediately after the Resolution was issued, all levels, sectors and localities nationwide urgently took action. On February 19, 2025, the National Assembly passed Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science , technology, innovation and national digital transformation.

To implement the contents of Resolution 57, the Government has committed to supporting telecommunications enterprises to invest in 5G network infrastructure, one of the pillars of national digital infrastructure.

Specifically, if network operators deploy at least 20,000 5G broadcasting stations in 2025, they will be supported up to 15% of the total investment value.

5G - Critical infrastructure for the digital economy

5G network technology, the fifth generation of mobile connectivity, has transmission speeds 10 times faster than 4G, near-zero latency and the ability to connect millions of devices simultaneously.

When combined with cloud computing and artificial intelligence, 5G is not only a data transmission tool but also a driving force to realize many new technologies such as the Internet of Things (IoT), AI, augmented reality (AR/VR), and smart manufacturing.

As of May 2025, the three major network operators Viettel, VNPT and MobiFone have deployed about 11,000 5G stations, covering all 63 provinces and cities and serving about 26% of the population.

The goal of having about 68,000 5G stations nationwide by the end of 2025, covering 90% of the population, is being urgently and synchronously deployed.

The allocation and auction of frequency bands are carried out publicly and transparently. In 2024, Viettel successfully auctioned the B1 frequency band (2500 - 2600 MHz); VNPT received the C2 block (3700-3800 MHz) and MobiFone owned the C3 block (3800-3900 MHz).

Notably, in May 2025, Viettel continued to successfully auction two frequency blocks B2 and B2' in the 700 MHz band, which is especially important for expanding the network to remote areas.

Resolution 57 also encourages telecommunications businesses to share infrastructure to optimize costs and expand coverage.

For VNPT, in addition to deploying infrastructure in industrial parks, airports, and political centers, this enterprise also cooperates with foreign partners to develop data centers, satellite networks, AI Factories, and specialized applications.

MobiFone focuses on deploying 5G network in Ho Chi Minh City and key provinces, aiming to cover all communes nationwide by 2025.

According to the Radio Frequency Department (Ministry of Science and Technology), thanks to the effective exploitation of mid-band frequencies, Vietnam's mobile broadband Internet access speed in the first quarter of 2025 increased 2.9 times compared to the same period last year and for the first time entered the group of 20 countries with the highest speed in the world.

The Ministry of Science and Technology also issued Circular No. 02/2025/TT-BKHCN, planning radio frequency channel allocation for the E band (71–76 GHz and 81–86 GHz), creating a favorable foundation for the development of ultra-high-speed transmission infrastructure.

Data Ecosystem - Digital Sovereignty Platform

In parallel with network infrastructure, a modern, secure, sovereign and globally connected data ecosystem is being strongly built in the spirit of Resolution 57.

The Center for Innovation and Data Exploitation (National Data Center) and the National Data Association introduced 6 typical products in research, development and application of core technology; all of which were researched and developed by Vietnamese enterprises.

Notable among them is the national blockchain platform NDA Chain, built with 49 public-private authentication nodes from ministries, branches, localities and large corporations such as SunGroup, Sovico, Masan, VNVC...

NDA Chain is designed to seamlessly integrate with domestic government, banking and enterprise systems, strictly adhering to legal and technical standards. This is a strategic technology platform for Vietnam to gradually form a sovereign, transparent data market that is suitable for the country's cultural and legal characteristics.

NDA Key - a national decentralized identification application that uses blockchain and AI technology to encrypt and authenticate user identities. NDA Key allows users to control their personal data, preventing fraud and online fraud. The system can be connected with VNeID, banks, e-commerce platforms and social networks, creating a common authentication standard for Vietnam's digital economy.

Other platforms such as the national data integration-sharing-coordination system; RABBI Virtual Assistant; National Email System and National Data Platform are also being put into operation.

RABBI virtual assistant is a solution developed by Vietnamese engineers, operating on domestic infrastructure, supporting administrative reform, education, tourism and providing 24/7 digital services to people.

The National Email System is designed with multi-layer security, domestic storage, integrated with NDA Key, creating a reliable communication channel between the government and people and businesses.

Meanwhile, the National Data Exchange operates under a transparent, safe, and legal mechanism, promoting transactions, exploitation, and data sharing between state agencies, businesses, and individuals.

Arousing the spirit of innovation and digital transformation competition

Not stopping at policies and infrastructure, the spirit of Resolution 57 has spread strongly in society, becoming a widespread action movement. The Vietnam Academy of Science and Technology has launched a competition for innovation and digital transformation associated with the specific goals of the Resolution.

The Institute's affiliated units are building strong research groups, focusing on training high-quality human resources, promoting the application of technology in governance and developing digital government models.

The Institute clearly identifies: innovation and digital transformation are key driving forces to develop modern productive forces, promote socio-economy, ensure national defense-security, and digital sovereignty.

According to the action plan, party organizations and grassroots authorities must enhance their leadership role, discover and replicate effective initiatives and models. Every year, the Emulation and Reward Council conducts inspections and supervision of the implementation of emulation movements, ensuring substance and avoiding formality.

Resolution 57 is not only a strategic policy but has become a strong driving force, laying the foundation for Vietnam to make a breakthrough in the digital age; helping Vietnam gradually realize its aspiration to become an independent, self-reliant digital nation with global competitiveness, actively contributing to the development process of humanity./.
