Resolution 68: Major policy of the Party and State on private economy

On May 4, 2025, on behalf of the Politburo, General Secretary To Lam signed and issued Resolution 68, an important document of our Party marking an important change in the perception of the position and role of the private economy in the country's development.

Taking advantage of the issue on many online forums, hostile forces, exiled reactionary organizations and a number of opposing subjects have tried to spread rumors that our Party's viewpoint on private economic development is "inconsistent", considering the private economy as an important driving force of the economy means "acknowledging exploitation, acknowledging capitalist production relations", which contradicts the Party's viewpoint in previous periods.

Through the above arguments, these subjects aim to attack the role and management methods of the State in the economy. These people believe that the management agencies do not have enough capacity and qualifications, and are using state power to intervene in economic activities in an illegal manner, hindering economic development or distorting the market for profit.

Previously, when the private economy in Vietnam had not yet seen much improvement, the subjects also spoke up, blaming it on "binding", "barriers" in institutions, policies... until the right time, when our Party put forward the viewpoint of considering "the private economy as an important driving force for economic growth", the subjects distorted that Vietnam was "inconsistent", showing signs of "changing color", "deviated"...

It can be seen that the above subjects themselves also have inconsistent arguments with double standards, with the ultimate goal of the subjects still being to distort, falsify, defame, and sabotage the Party and the State, deliberately not realizing that this is a reasonable application of Marxism-Leninism and Ho Chi Minh's thought to the current context, conditions, and actual situation of Vietnam...

These are wrong views and distorted arguments aimed at carrying out dark schemes, causing skepticism, wavering, and loss of confidence in the Party and the State among a number of cadres, party members, and the masses, negatively affecting the unity of perception and ideology within the Party and in society. At the same time, they negatively affect the current investment and economic development situation of Vietnamese enterprises.

In the process of developing a socialist-oriented market economy in Vietnam, the private economy has increasingly affirmed its role as one of the important driving forces, contributing to promoting growth, creating jobs and improving national competitiveness. In particular, in the field of marine economy - one of the strategic pillars of the country's economy, the private economic sector is gradually showing strong resilience, gradually becoming a pioneer in the country's foreign economic and social development.

The nearly 40-year journey of innovation has marked a resilient, breakthrough and development-hungry Vietnam. From an inefficient, centrally planned economy with an average income per capita of only 96 USD in 1989, Vietnam has risen strongly, and is expected to enter the group of upper-middle-income countries by the end of 2025, equivalent to over 5,000 USD/person/year.

This miracle is not only the result of the correct development path under the leadership of the Party with bold and decisive reforms in institutions, policies and integration, but also the result of the spirit of hard work, creativity, determination and continuous efforts of our entire nation. This success also has a very important contribution from the private economic sector.

If in the early stages of innovation, the private economy only played a secondary role, the economy mainly relied on the state sector and foreign direct investment (FDI), then in the past two decades, especially when the Politburo issued Resolution 09 in 2011 and the Central Committee issued Resolution 10 in 2017 on private economic development, this economic sector has risen strongly, becoming one of the leading important pillars of the economy and increasingly showing itself to be the most important driving force to promote national economic growth.

With nearly one million enterprises and about 5 million individual business households, the private economic sector currently contributes about 51% of GDP, more than 30% of the state budget, creates more than 40 million jobs, accounts for more than 82% of the total labor force in the economy, and contributes nearly 60% of total social investment capital.

Practice shows that the private economy plays a key role in the development of the Vietnamese economy, demonstrated through its important contributions to GDP, job creation, promotion of innovation, improvement of labor productivity, expansion of markets and reduction of the burden on the state budget. Currently, in the transitional period of market economic development, our Party and State advocate building production relations with many forms of ownership and many economic sectors suitable to the uneven level of production forces, in order to mobilize the maximum strength of all economic sectors and social strata in economic development, ensuring rapid and sustainable economic development.

Therefore, Resolution 68-NQ/TW affirms the role of the Party and the State as well as the core guiding viewpoint, demonstrating a strong change in thinking and awareness of the role of the private economy. It is necessary to identify that our country recognizes the important role of the private economy, together with the state economy and the collective economy, playing a core role in building an independent, self-reliant economy with effective international integration.

As a way to mobilize capital, develop science and technology, solve employment, improve people's lives, not as the goal of the task of building new production relations. To ensure the socialist orientation, the market economy in our country is not completely free but placed within a "framework", that is, under the leadership of the Communist Party of Vietnam and the management of the Vietnamese State.

Despite many challenges, with strong guidance from the Party and determination from the Government, Vietnam's private economy is facing a promising future. Not only playing an important role in economic growth, this sector is also the core foundation to help Vietnam achieve its double-digit growth target in the coming time, promote innovation and enhance national competitiveness. It is important to continue improving the business environment, supporting private enterprises to develop more strongly to turn potential into reality.

Therefore, cadres, party members and people need to be alert to identify and resolutely fight and criticize these erroneous and hostile viewpoints, contributing to strengthening people's trust in the Party, the State, and the socialist regime of Vietnam in general and in the Party and State's economic development guidelines, policies and strategies in particular.
