Living in precarious circumstances, 86-year-old Mr. Hua Loi Nguyen (registered in Phu Loi Ward) and his son had previously wandered from place to place seeking employment. Over the years, the "Compassionate Rest Stop" program has been maintained by the Traffic Police Department and several other departments of the Can Tho City Police during the Lunar New Year and other major holidays.
