"Hot" schools still waiting for students
Although they are schools with high quality training and are the dream of many students, in this year's 10th grade admissions, some top high schools in Ho Chi Minh City such as Tran Dai Nghia Secondary and High School, Nguyen Thuong Hien High School, Gia Dinh High School, Le Quy Don High School, and Practicing High School (under Ho Chi Minh City University of Education) were unable to meet their enrollment targets and were forced to recruit additional students.
According to regulations, the condition for students to participate in the additional admission exam is not to be admitted to any public high school, and at the same time have a total exam score (plus priority and incentive points, if any) equal to or higher than the standard score of the first choice of the school they want to register for.

According to a teacher at a high school in Ho Chi Minh City, there are many reasons for this situation, including the fact that some students choose to study abroad, others study at private schools according to their personal wishes or have been admitted to the Gifted High School under Ho Chi Minh City National University. This school organizes its own exam and announces the admission scores before the Ho Chi Minh City Department of Education and Training (GD&DT) announces the admission results for grade 10.
This teacher added that even though additional recruitment is organized, there are not many opportunities for students because the conditions are very strict: not passing all three wishes, but also having high test scores. “The paradox is that many students with good academic performance who want to enter prestigious schools do not have the opportunity, while the schools do not recruit enough students. This makes many good students lose their chances,” this person shared.
Should allow recruitment beyond quota
According to Dr. Tran Nam Dung - Vice Principal of the Gifted High School (Ho Chi Minh City National University), for many years, after announcing the admission scores and completing the admission procedures, the school has always sent the list of admitted students with registered residence in Ho Chi Minh City to the Ho Chi Minh City Department of Education and Training. This helps the Department have more data to identify students admitted to the Gifted High School (Ho Chi Minh City National University) and specialized schools managed by the Department, from which it can consider appropriate adjustments in the admission process.
Mr. Dung also pointed out that, even at the High School for the Gifted (Ho Chi Minh City National University), each year there are about 10-20% of students who are admitted but do not enroll, depending on the class. The actual enrollment rate is only about 80-85%. "Good students often pass many schools and have the right to choose. Many cases have confirmed enrollment but then still withdraw their application to transfer to another school," said Dr. Tran Nam Dung.

Faced with the current situation of many top schools lacking students, Dr. Tran Nam Dung proposed that the Department of Education and Training of Ho Chi Minh City should organize admission to specialized schools first, then remove students who have been admitted to specialized schools from the list of non-specialized schools. In addition, the Department should allow schools to enroll a certain percentage (3% - 5%) more than the official quota, to compensate for the number of students who may withdraw their applications or not confirm their admission.
Mr. Huynh Thanh Phu - Principal of Bui Thi Xuan High School (HCMC) - also said that the HCMC Department of Education and Training needs to have stronger solutions to limit the situation of private school students registering for entrance exams just to "experience". This can lead to students taking up places while having no real need to study, affecting the opportunities of other students.
Mr. Phu also cited the Ho Chi Minh City People's Committee's plan for the 2025-2026 school year, in which the Chairman of the City People's Committee allowed the Department of Education and Training to adjust the enrollment quota for grade 10 higher than the original but not exceeding 20% to ensure enough students are enrolled in specialized classes. He suggested that the city should apply this mechanism to top schools with student shortages, instead of limiting it to specialized schools.
Not only this school year, in the previous two school years, Ho Chi Minh City has implemented additional enrollment for grade 10 for public high schools that are lacking enrollment quotas. However, the results have not been as expected.
In the 2023-2024 school year, only 1,014 students were admitted, accounting for about 25% of the total quota of nearly 4,000. In the 2024-2025 school year, the number of students admitted increased to 1,400 out of a total quota of 2,203, reaching a rate of 63.54%.
