According to Minister of Science and Technology Huynh Thanh Dat, research and development of artificial intelligence (AI) systems in Vietnam should aim towards a human-centered society where everyone benefits from life as well as from these systems.
Minister of Science and Technology Huynh Thanh Dat has just issued Decision 1290 on guiding some principles for the research and development of responsible artificial intelligence (AI) systems.
Attached to this decision is a document outlining some principles for the research and development of responsible AI systems (version 1.0).
The guidance document states: Following global trends, AI systems are expected to bring significant benefits to people, society, and the Vietnamese economy by assisting in solving difficult problems that individuals and communities are facing.
However, alongside this process, it is necessary to research and implement measures to mitigate risks in the development and use of AI, while balancing related economic, ethical, and legal factors.
Therefore, specialized agencies need to research and develop standards and guidelines to provide direction, even if those regulations are flexible and non-binding. Sharing and exchanging information on processes and best practices among stakeholders such as developers, service providers, and users will also foster consensus to increase benefits from AI systems and control risks.
In that spirit, research and development of AI systems in Vietnam should aim towards a human-centered society where everyone benefits from both their lives and from AI systems.
Ensuring a reasonable balance between the benefits and risks of AI systems. Guaranteeing that research and development activities for AI systems are based on specific technologies or techniques while maintaining technological neutrality, and that developers are not negatively impacted by the rapid development of AI-related technologies in the future.
At this stage, it is tentatively determined that the documents can be in the form of guidelines, not binding, and encourage the development and application of standards and best practices based on international recommendations as a foundation to promote research, development, and use of AI systems.
In all cases, exchange and discussion involving stakeholders in the system are encouraged, even though the research and development of AI systems in different fields have different characteristics, usage patterns, benefits, and risks.
Furthermore, the principles and guidelines will continue to be studied and updated to suit the practical situation.
This guidance document aims to promote stakeholder interest in the responsible research, development, and use of AI systems/applications in Vietnam.
To promote the research, development, and use of AI systems/applications in a safe and responsible manner, while minimizing negative impacts on people and communities.
Promoting the sharing of experiences in research, development, and use of AI systems/applications to gain user and societal trust in AI also facilitates AI research and development in Vietnam.
This guidance document outlines several general principles to consider in the responsible research and development of AI systems and recommends voluntary reference and application in the research, design, development, and provision of AI systems.
Scientific and technological agencies and organizations, businesses, and individuals engaged in the research, design, development, and provision of AI systems are encouraged to apply the contents of this guidance document.
