This is one of the contents stated in Resolution No. 68/NQ-CP promulgating the Government 's Action Program to implement Resolution No. 42-NQ/TW, the 8th Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of national construction and defense in the new period.
One of the tasks and solutions to implement preferential policies for people with revolutionary contributions is to comprehensively and fully honor people with revolutionary contributions.

In particular, the Government will focus on other solutions to take care of the material and spiritual lives of people with meritorious services, especially those in remote areas, areas with especially difficult socio -economic conditions, and people facing difficulties in life.
In particular, perfecting institutions and policies, adjusting and raising the subsidy and preferential allowance standards towards the highest level in social policies, suitable to socio-economic conditions.
At the same time, priority is given to health care, housing support,education , training, employment, loans, production development and access to social services for meritorious people and their relatives. Ensure that meritorious people and their families have a standard of living that is at least average compared to the living standards of the community where they live.
In addition, the Resolution also requires promoting the movement of "Repaying gratitude", promoting the moral tradition of "When drinking water, remember its source", actively building, renovating, and embellishing martyrs' graves, martyrs' cemeteries, and works honoring martyrs.
Another important task is to basically complete the settlement of the backlog in the policy for people with meritorious services, especially the work of searching for and collecting martyrs' remains and identifying the remains of martyrs with missing information; and perfecting the information system and data on people with meritorious services.
According to Decree No. 55/2023/ND-CP stipulating the levels of allowances, subsidies and preferential regimes for people with revolutionary contributions, the current standard level of preferential allowance for people with revolutionary contributions is 2.05 million VND/month.
The standard allowance level for people with meritorious services is used as the basis for calculating the level of allowances, subsidies and other preferential regimes for people with meritorious services to the revolution and their relatives.
Specifically, those who participated in the revolution before 1945 and were separated will receive a subsidy of 2.3 million VND/month and an allowance of 390,000 VND for each year of seniority. Those who participated in the revolution before 1945 and were not separated will receive 3.9 million VND/month. For those who have passed away, their relatives will receive a maximum subsidy of 2 million VND/month.
People who worked from 1945 to the August Revolution received 2.1 million VND/month. Relatives received a maximum subsidy of 1.6 million VND/month.
Relatives of one martyr receive a subsidy of 2 million VND; two martyrs receive 4.1 million VND; three martyrs receive 6.1 million VND/month.
Vietnamese heroic mothers receive a subsidy of 6.1 million VND and an allowance of 1.7 million VND/month.
War invalids are subsidized up to 5.3 million VND/month. Resistance fighters exposed to toxic chemicals are subsidized up to 4.6 million VND/month.
The lowest allowance for war invalids is 2.7 million VND, the highest is 6.5 million VND/month.
