This is one of the points mentioned in Resolution No. 68/NQ-CP, which promulgates the Government 's Action Program to implement Resolution No. 42-NQ/TW of the 8th Plenum of the 13th Central Committee of the Communist Party of Vietnam on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.

One of the tasks and solutions for implementing the policy of preferential treatment for those who have rendered meritorious services to the revolution is to comprehensively and fully honor those who have rendered meritorious services to the revolution.

In particular, the government will focus on other solutions to take care of the material and spiritual lives of people who have rendered meritorious services, especially those in remote areas, areas with particularly difficult socio -economic conditions, and those facing difficulties in life.

In particular, the focus should be on improving institutions and policies, adjusting and raising the standards for subsidies and preferential allowances to the highest level among social policies, in line with socio-economic conditions.

At the same time, priority should be given to healthcare, housing support, education , training, employment, loans, production development, and access to social services for war veterans and their families. It is essential to ensure that war veterans and their families have a living standard that is at least above average compared to the living standard of the community where they reside.

In addition, the Resolution also calls for promoting the "Gratitude and Repayment" movement, upholding the traditional moral principle of "Drinking water, remembering the source," and actively building, repairing, and beautifying martyrs' graves, martyrs' cemeteries, and memorials to martyrs.

Another important task is to fundamentally resolve outstanding issues in policies for people with meritorious service, especially the work of searching for and collecting the remains of martyrs and identifying the remains of martyrs whose information is incomplete; and to complete the information and data system on people with meritorious service.

According to Decree No. 55/2023/ND-CP regulating the level of allowances, subsidies and preferential regimes for people who have rendered meritorious services to the revolution, the current standard allowance for people who have rendered meritorious services to the revolution is 2.05 million VND/month.

The standard level of allowance for meritorious individuals is used as the basis for calculating the level of allowances, subsidies, and other preferential benefits for those who have rendered meritorious service to the revolution and their relatives.

Specifically, those who participated in revolutionary activities before 1945 and were part of the "departed from the revolutionary movement" group receive a monthly allowance of 2.3 million VND and an additional allowance of 390,000 VND for each year of service. Those who participated in revolutionary activities before 1945 and were not part of the "departed from the revolutionary movement" group receive 3.9 million VND per month. For deceased individuals, their relatives receive a maximum allowance of 2 million VND per month.

Those who were active from 1945 until the August Revolution receive 2.1 million VND per month. Their relatives receive a maximum allowance of 1.6 million VND per month.

The family of one fallen soldier receives an allowance of 2 million VND; two fallen soldiers receive 4.1 million VND; and three fallen soldiers receive 6.1 million VND per month.

Heroic Vietnamese mothers receive a subsidy of 6.1 million VND and an additional allowance of 1.7 million VND per month.

War invalids receive a maximum allowance of 5.3 million VND per month. Those who participated in the resistance war and were exposed to chemical toxins receive a maximum allowance of 4.6 million VND per month.

The minimum allowance for war invalids is 2.7 million VND, and the maximum is 6.5 million VND per month.
